Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent is responsible for supervision of surface transport operations within a specific geographic area or may manage the surface transport in entities with less operational complexity. S/he is responsible for drafting of unit budget proposals, surface transport standard operating procedures and coordination with the host country civil and military authorities. The temporary position is based in Port au Prince and is located in the Transport Unit and reports to the Chief of Unit, Transport P-4. ResponsibilitiesWithin delegated authority, the Transport Officer, P-3 will be responsible for the following duties: โข Assist in establishing the Transport Unit of UNSOH including selection of transport staff, designs the automotive workshop, orders of automotive workshop equipment and hand tools, receives and inspects transport equipment upon arrival at PAP. โข Handles the provision of the surface motor transport support within a specific geographic area in a field mission which includes the United Nations Owned Equipment, Member State Contributed Equipment and commercial transportation services. โข Participates in the development and implementation of the Vehicle Establishment Program in accordance with the decisions of the Mission Vehicle Establishment Committee and the current Department of Peacekeeping Operations/Department of Field Support policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport fleet. โข Participates in the development and implementation of the Mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that a field mission fleet is optimized to meet operational requirements. โข Participates in the development and implementation of the Active Road Accident Prevention and Road Safety Programs for a field mission. โข Oversees the implementation of the Driving Test Program within a specific geographic area in a field mission and monitors that sector field mission staff is issued with UN driving permits in order to ensure that all vehicle users have minimum driving skills and understand host country road rules and regulations. โข Develops and implements a cost-effective plan for the surface transport resupply within a specific geographic area in a field mission, determining the appropriate means of transport including outsourcing activities. โข Liaises with UN agencies, government and non-government organizations, intergovernmental entities and vendors for the provision of the surface transport support. โข Ensures the inventory control and supervises the physical annual checks of vehicles and equipment. โข Develops and implements standard operating procedures for surface transport operations within a specific geographic area in a field mission. โข Supervises the preparation of performance reports and responses to internal and external audit observations. โข Determines technical specifications for goods and services, reviews responses to bids and conducts technical evaluations to ensure that vendorโs proposal meet technical requirements. โข Coordinates requisition process with purchasing authorities. โข Oversees contracts for the provision of goods and services and evaluates vendor's performance in coordination with the Contracts Management Unit and/or the Procurement Section. โข Ensures that quality control/quality assurance procedures are implemented and that plans and work processes comply with the established regulatory regime. โข Ensures that UN vehicles are used in accordance with UN regulations and rules, and that vehicle usage data are correctly recorded. โข Ensures the accuracy and validity of data recorded in the management information systems. โข Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tenders Committee, the Local Property Survey Board, the Advisory Committee on Traffic Safety and the Boards of Inquiry, as appropriate. โข Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for surface transport. โข Participates in the development of the Transport Unitโs Staffing Table. โข Manages the allocation and rotation of appropriate work assignments. โข Coordinates the individual annual work plans for subordinate staff members and produces detailed performance assessments and evaluations for all staff as required. โข Supervises the personnel and evaluates staff performance. โข Ensures the compliance with UN policies on the workplace safety and environment protection. โข Participates in the development of the Transport Unitโs annual budget proposals. โข Develops and implements the Transport Sectionโs Training Plan; coordinates with UNHQ training courses, workshops and other related training activities. โข Performs other related duties as required. EducationAdvanced university degree (Masters or equivalent degree) in mechanical or automotive engineering, logistics and supply chain management, transportation management or related field is required. A first level university degree with a relevant combination of education, professional training, certification in surface transport operations, and two (2) additional years of work experience in surface transportation related occupation, may be accepted in lieu of the advanced university degree. Job - Specific QualificationA valid driver's license is required. Training in the planning, coordination and control of large vehicle fleet operations is required. Work ExperienceA minimum of five (5) years of progressively responsible experience in ground transport operations and vehicle fleet management, including one year experience in an international environment is required. Experience in procurement, contract management and performance monitoring of large-scale goods or services contracts for vehicles or fleet management is required. At least two years of experience in sourcing, using and deploying Vehicle Tracking Systems (VTS) is desirable. Experience with data analysis and business intelligence reporting is desirable. Knowledge of UN financial regulations and rules is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
