ContextThe United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti. This position is located in the Transport Unit within the United Nations Integrated Office in Haiti (BINUH). The Transport Officer will report to the Chief Transport Unit.
Task Descriptionโข Participate in the development and implementation of the Vehicle Establishment Program in accordance with the decisions of the Mission Vehicle Establishment Committee and the current Department of Peacekeeping Operations/Department of Filed Support policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport fleet. โข Participate in the development and implementation of the Mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that a filed mission fleet is optimized to meet operational requirements. โข Participate in the development and implementation of the Active Road Accident Prevention and Road Safety Programs for a field mission. โข Assist with the implementation of the Driving Test Program within a specific geographic area in a field mission and monitor that sector field mission staff is issued with UN driving permits in order to ensure that all vehicle users have minimum driving skills and understand host country road rules and regulations. โข Ensure the inventory control and supervise the physical annual checks of vehicles and equipment. โข Draft standard operating procedures for surface transport operations within a specific geographic area in a field mission. โข Assist with the preparation of performance reports and responses to internal and external audit observations. โข Draft technical specifications for goods and services, review responses to bid and conduct technical evaluations to ensure that vendor's proposals meet technical requirements. โข Assist with overseeing contracts for the provision of goods and services and evaluate vendor's performance in coordination with the Contracts Management Unit and/or the Procurement Section. โข Assist in monitoring that the UN vehicles are used in accordance with the UN regulations and rules, and that vehicle usage data are correctly recorded. โข Ensure the accuracy and validity of data recorded in the management information systems. โข Participate, in collaboration with insurance specialists, in resolving problems related to insurance policies for surface transport. โข Participate in the development of the Transport Unit's/Section's Staffing Table. โข Manage the allocation and rotation of appropriate work assignments. โข Draft the individual annual Work Plans for subordinate staff members and produce detailed performance assessments and evaluations for all staff as required. โข Ensure the compliance with the UN policies on the workplace safety and environment protection. Fleet Vehicle Inventory Unit duties: โข Assist with Monitoring the distribution of non-expendable transport assets. โข Coordinate that bi-annual physical inventory of non-expendable transport assets is conducted in accordance with the established procedures and deadlines. โข Ensure that records are maintained for non-expendable transport assets, including records in fleet management databases. โข Prepare Business Object Reports. โข Coordinate the Mission Vehicle Establishment Committee (VEC) meetings. โข Assist with Implementing the Vehicle Replacement Policy. โข Assist in Ensuring that vehicle write-off cases are processed in accordance with the established procedures and deadlines. โข Provide technical expertise on Contingent Own Equipment (COE) and safety inspections. โข Provide inputs for statistical report on transport fleet utilization and composition. โข Participate in the technical evaluations of bids received from vendors through the Procurement Section. โข Assist in Ensuring the constant availability of vehicles for temporary assignment in support of one-off and emergency tasks as directed by a Chief of Unit/Section, Transport. โข Assist in Ensuring that transportation equipment is returned in good working order on check-out by the outgoing personnel. โข Assist in Ensuring that monthly trip tickets and Electronic Vehicle Monitoring System (EVMS) statistics of the mission vehicle fleet are processed in accordance with the established and guidelines. Maintenance Workshop duties: โข Coordinate the maintenance and repair of UN-owned vehicles in accordance with the vehicle manufacturer's standards for automotive electrical system including Electronic Vehicle Monitoring System (EVMS), air conditioning system, suspension system, braking system (including ABS system) and bodywork and painting. โข Coordinate the diagnostic and fault finding, quality control/assurance, road testing and vehicle recovery. โข Develop reports to document workshop performance (including personnel matters), vehicle warranties, vendor support and other workshop related activities. โข Assist in Ensuring that information in the Electronic Vehicle Monitoring System (EVMS) and Fuetlog software packages is accurate and up-to-date. โข Liaise with the manufacturer representatives for after sales warranty and technical fault claims. โข Identify requirements for spare parts, hand tools and workshop floor equipment. โข Participate in the technical evaluations of bids received from vendors through the Procurement Section. Others โข Participate in the development of the Transport Unit's/Section's annual budget proposals โข Draft the Transport Unit's/Section's Training Plan; coordinates with UNHQ training courses, workshops and other related training activities. โข Perform other related duties as required.

Living conditions and remarksHaiti, especially the capital Port-au-Prince, is a bustling and crowded country with high levels of poverty and unemployment throughout. While much of the infrastructure is somewhat lacking, and much of it is in the process of development, Haiti nonetheless has many areas of stunning natural beauty; it has a rich and diverse cultural heritage that is an enticing draw for foreign staff and expats alike. Haiti is affected by problems in terms of safety and security, and many governments advise avoiding certain areas of the capital of Port-au-Prince. Due to the instability of the political system in Haiti, there are frequent protests, some of which run the risk of turning violent and are therefore best avoided. While the end of 2019 was marked by nearly four months of โpeyi lokโ โ widespread civil unrest, insecurity and political turmoil translating in recurrent teleworking arrangements โ the beginning of 2020 started by a deadlocked political dialogue and then the onset of the COVID-10 pandemic in mid-March. UNDP in Haiti has become adept with regard to risk management. This has taken the form of proactively planning in advance, aiming to anticipate and prevent a negative impact of the volatile country context on programme and staff. For example, UNDP Country Office took the initiative to facilitate voluntary evacuation for high-risk UNDP and UNV personnel at the onset of the COVID-19 pandemic. Strengthening security capacity within UNDP Country Office and an adaptive and proactive approach to the security environment has enabled UNDP to remain operational while ensuring the maximum safety for personnel.
