JOB PURPOSE

Under the direct supervision of the Head of Nutrition and HIV programme area, the Programme and Policy Officer will support in strengthening HIV response in humanitarian contexts in Mozambique while also supporting the roll out and expansion of HIV integrated programmes in development contexts.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support WFP’s role in co-convening the HIV Humanitarian Technical Working Group of UN agencies.
2. Participate in coordination and technical forums of the national response to HIV/TB at national and sub-national levels including the UN joint Team on HIV (UNJT), and government-led forums.
3. Through a participatory approach and piloting, facilitate the adaptation of the HIV needs assessment tool to the Mozambique humanitarian context to be endorsed by the Humanitarian Cluster Team and the Government.
4. Support in capacity building of government institutions, cooperating partners and WFP Field Office teams on the HIV needs assessment tool as well as on the HIV response in humanitarian contexts.
5. Working closely with Vulnerability Analysis and Monitoring team, support in mainstreaming HIV in the Food insecurity and Malnutrition vulnerability assessments.
6. Support in the finalization of WFP HIV strategy for Mozambique.
7. Support the management of HIV projects and programmes, including budget and finance.
8. Support in evidence generation on HIV program.
9. Support advocacy, fundraising and outreach activities to ensure resources for response to HIV.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree or Master degree in one of the following areas: Nutrition, Food Security, Public Health, Epidemiology, Development Studies, Public and Social Policy, Communications, Sociology, Anthropology, Political Science, Consultantational Relations, Management and/or Economics).

Knowledge and Skills:
- Proofed knowledge on gender and social protection.
- Demonstrated interest and/or experience in HIV, Nutrition or Social Protection programmes in emergency or development contexts.
- Demonstrated interest and/or experience in information/data analyse and interpret information and present findings concisely.
- Excellent communication skills and proven ability in creative-, systems- and/or design-thinking is an asset
- Excellent writing skills in English and other languages
- Proficiency in MS Office (Word, Excel, Power Point, Outlook)
- Proficiency in MS Publisher, In Design and/or Photoshop is highly desirable
