Position Title: Program Manager, Counter-Trafficking in Persons (CTIP) Location: VA Office, US Remote, or Hybrid Department: Human Rights, Education and Empowerment (HREE) Status: Full-time, Exempt POSITION SUMMARY Position Purpose: The HREE Group houses Winrockโs diverse portfolio of programs to promote education and human rights and to combat child labor, human trafficking, and gender-based violence in Asia, Sub-Saharan Africa, and Latin America and the Caribbean. This position will require occasional international travel. Position Overview: This Program Manager position will manage project work plans for CTIP project teams, working directly with the COP and Unit Director(s) to ensure that project delivery meets and exceeds the expectations of the client, follows Winrock policies and procedures, and ensures that Winrock is positioned to win new work. In addition, this position will work closely with Winrockโs Analytics, Gender, Inclusion, Learning and Evaluation (AGILE) team to design, implement and monitor HREE project indicators and targets for our clients. Finally, the incumbent will support new business development efforts aligned with the Winrock, HREE, and CTIP strategies. POSITION RESPONSIBILITIES Major Responsibilities Works with project Chief of Party and Deputy Chief of Party to ensure project work plans are implemented in accordance with established policies and resources. Works with Winrockโs finance and in-country project teams to ensure timely, effective, and compliant delivery of project financial commitments. Reviews and makes recommendations for project deliverables, ensuring they are of high quality and are delivered on time. Monitors project targets to ensure they are being achieved, in collaboration with AGILE and the project teams. Provides coaching and consulting services to Winrockโs projects within area of specific experience and expertise. Develops communication materials that expand the visibility of Winrock International as a leading entity in the measurement and monitoring of ecosystem services. Contributes to the presentation of methods and results at public and private fora. Providing training to counterparts in the use of methods and internationally accepted best practices for project implementation. Actively broadens Winrockโs professional network through interactions with other international and local experts and represents Winrock at relevant domestic or international events. Contributes to the development of new business by leading CTIP proposal development and writing sections of proposals within area of technical and professional expertise. Builds and maintains relationships with current and future donors, partners, and external audiences. Participates in partnering discussions. May supervise and/or mentor program associates, officers, or interns. POSITION QUALIFICATIONS Education: Bachelorโs degree or equivalent experience is required. Experience: A minimum of 6 years of experience is required. Computer/Technical Skills: Proficiency in MS Office Suite (Word, Excel, PowerPoint, and SharePoint) is required. Communication Skills: Exceptional writing and presentation skills required. Language: Fluency in English required. Proficiency in other languages preferred. Required Travel: 10-20% international travel may be required Position-Specific Skills: Demonstrated knowledge of USAID rules and regulations required Program implementation experience on USAID projects ($5M-$25M) Experience with CTIP, Human Rights, or Gender-Based Violence strongly desired Strong organizational skills, attention to detail, ability to multitask, and ability to work independently to meet deadlines are essential Demonstrated experience supporting proposal development such as fulfilling technical lead, section writer, cost lead, or proposal manager role for some opportunities required. Experience training or mentoring staff required Knowledge of USAID projects, and the U.S. Government rule and regulations (including but not limited to FAR, AIDAR, ADS, and CFR). Practical experience in project management, budgeting and budget quality assurance, contract administration, compliance, and other project operations and management areas. Effective oral and written communication skills, including strong writing and editing capabilities. Strong attention to detail. Physical Demands: Capability to sit and operate a computer for long periods of time Capability to travel to and work for short periods of time in developing countries Must be authorized to work in the United States The salary range for this role is set between $85,000 and $95,000, with the majority of candidates typically land within the midpoint of this range, there is an additional 10% contribution for a 403b annually and an excellent benefits package.
