FHI 360 is currently recruiting for the position of Program Manager for the new US Embassy-funded Civil Society Partnership Program. The project will focus on developing the capacity of civil society organizations (CSOs) and their leaders to build up the skills necessary to meaningfully design and participate in community-driven activities that prevent conflict and drive positive social change.

Job Summary:
The Program Manager will provide strategic and operational leadership for the Civil Society Partnership Program (CSP) in Papua New Guinea. This role is responsible for ensuring the successful delivery of project outcomes, managing relationships with key stakeholders, and overseeing the effective implementation of activities in line with project objectives. The Program Manager will
collaborate closely with the Project Director, field teams, partner Civil Society Organizations (CSOs), and donor representatives to ensure high-quality program execution and achievement of key targets.
Additionally, the Program Manager will provide technical leadership to support CSOs in building critical skills, including program design, media literacy, financial management, and fundraising.

Accountabilities:
โ€ข Lead the planning, implementation, and monitoring of the CSP program, ensuring that activities are completed on time, within budget, and meet quality standards.
โ€ข Supervise and provide guidance to project staff, ensuring adherence to the work plan and promoting a culture of accountability and performance.
โ€ข Develop and maintain relationships with stakeholders, including government
representatives, CSOs, and donors, to facilitate coordination and support program activities.
โ€ข Oversee budget management, procurement, and resource allocation to ensure effective and efficient use of program resources.
โ€ข Lead the development of program reports, presentations, and other communication materials for donors and stakeholders, including regular communication with the US Embassy.
โ€ข Design in-person and virtual training curriculum for civil society organizations and their leaders, focusing on building core organizational skills such as program design, communications, financial management, media literacy, and monitoring and evaluation.
โ€ข Work with the Project Director to design the small grants program, ensuring the process is inclusive and considers the unique needs of potential grantees in Hela and Morobe.
โ€ข Facilitate adaptive program management by identifying challenges, implementing solutions, and making recommendations for program adjustments.
โ€ข Design and deliver capacity strengthening mentoring activities, including identifying potential resources for grantees and developing innovative approaches to remote/virtual mentoring.
โ€ข Coordinate and participate in project events, including trainings, workshops, and stakeholder meetings.
โ€ข Work closely with the US-based Exchange Manager to evaluate and select participants for the US-based exchange and design the pre-departure orientation, including overseeing logistics.

โ€ข Excellent communication and stakeholder engagement skills, with experience navigating politically sensitive environments.
โ€ข Ability to work collaboratively with partners and stakeholders in complex
environments.
โ€ข Expertise in designing and delivering training and capacity-building programs for civil society organizations.

Education and Experience:
โ€ข Bachelors or Masterโ€™s (preferred) degree in a relevant field (e.g., International Development, Public Administration, Social Sciences, or related discipline).
โ€ข Formal training in project management or a relevant certification (e.g., PMP) is preferred
โ€ข Minimum of 5 years of experience in program management, preferably in international development or civil society strengthening initiatives.
โ€ข At least 5 years of experience in civil society organizational capacity building, project management, and training.
โ€ข Experience working with Civil Society Organizations (CSOs) and government stakeholders, particularly in Papua New Guinea or similar contexts.
โ€ข Proven experience in managing donor-funded projects, including familiarity with USAID or U.S. Department of State procedures.
โ€ข Experience designing and delivering trainings for PNG civil society organizations; experience working with CSOs in Hela and Morobe is a plus.
โ€ข Ability to anticipate challenges and implement effective solutions to ensure program success.
โ€ข Proven experience in adaptive management and a track record of making strategic adjustments to achieve project objectives.
โ€ข Ability to assess program progress and impact, and communicate results to stakeholders and donors effectively.
โ€ข Experience with gender and social inclusion (GESI) initiatives and integrating these principles into program activities.
โ€ข Strong understanding of the socio-political context of Papua New Guinea, including challenges related to governance, peacebuilding, and community development.
โ€ข Strong English language writing and oral communication skills.

Supervision Given/Received:
โ€ข Reports to the Project Director.
โ€ข Provides support to other program staff involved in data collection and reporting activities.
โ€ข Works with a high degree of autonomy, while collaborating closely with project leadership and field teams.


Physical Demands and Working Conditions:
โ€ข Typical office environment
โ€ข Ability to travel to project sites within Hela and Morobe provinces, and occasionally internationally.
โ€ข Occasional work outside regular office hours may be required for urgent project needs.
