About the Project
The ASEAN-UK Supporting the Advancement of Girlsโ Education (SAGE) Programme is the UKโs flagship education initiative with ASEAN, funded by FCDO. Phase II (2026โ2029) will work with ASEAN and selected Member States to improve foundational learning outcomes, strengthen education systems, and promote the effective use of evidence in policy and practice. The programme will focus on inclusion for out-of-school girls and marginalized learners, gender-responsive digital skills for employment, and context-appropriate EdTech solutions, while supporting ASEANโs ambitious education agenda for the next five years.
Position Overview
FHI 360 UK is seeking qualified experts to join our team for this anticipated opportunity. We are looking for individuals with strong technical expertise and regional experience to help design and deliver evidence-based interventions that improve learning outcomes and promote equity across ASEAN Member States.
Areas of Expertise
We invite CVs from candidates with experience in one or more of the following areas:
- Engagement with ASEAN institutions, regional bodies, or ASEAN-focused initiatives, on issues relating to education.
- Foundational learning, curriculum and assessment reform, teacher professional development, and education system strengthening, in the context of the ASEAN region, specifically ASEAN Member States.
- Design and implement evidence-based interventions to address the learning crisis, including Teaching at the Right Level (TaRL), structured pedagogy, and remedial learning strategies; support curriculum and assessment reform, teacher professional development, and post-pandemic learning recovery using frameworks such as RAPID and Smart Buys.
- Develop and scale strategies to identify and support out-of-school children and youth (OOSCY), particularly girls and children with disabilities; strengthen inclusive education systems through universal design for learning, screening and referral mechanisms, and targeted interventions for ultra-marginalized learners.
- Create pathways for adolescent girls and marginalized youth to acquire foundational and digital skills; design gender-responsive interventions to overcome barriers in STEM and green economy sectors; link skills development to labour market opportunities through partnerships with industry and government.
- Support ASEAN Member States to develop and operationalize national EdTech strategies; integrate adaptive learning technologies and AI-enabled solutions to improve foundational learning; ensure digital learning environments are inclusive, gender-responsive, and aligned with ASEANโs Digital Transformation of Education Systems declaration.
- Strengthen the use of data and evidence for decision-making by supporting SEA-PLM regional learning assessments and EMIS enhancements; promote disaggregated data (gender, disability, socio-economic status) to inform policy; translate global evidence (e.g., GEEAP recommendations) into actionable reforms and advocacy strategies.
