OBJECTIVES OF THE PROGRAMME

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country/regional level, the OSL Procurement Officer will support the operations and management of the medical and non-medical supply stored in WHO warehouse for emergency response, ensuring an end-to end follow-up, and guaranteeing an effective and efficient stock control process at the incident site level.

PURPOSE OF THE POSITION

As a member of the Emergency Supply Chain Unit, the incumbent is responsible for the emergency procurement of supplies and services for the programme. To that effect, he/she will use mechanisms such as market surveys, long term agreements, Invitation to Bid, and Request for Proposals, conduct negotiations with suppliers and execute purchase contracts. Critical to this position will be OSL the Procurement Officer and the with Contract and Procurement Services (OSS/CPS). The incumbent is expected to be deployed to emergency operations when required.

ORGANIZATIONAL CONTEXTย

Under the direct supervision of the OSL Supply Manager at Dakar Hub (first level), the OSL TL (second level), the incumbent will support the procurement of all necessary supplies required for EPR Dakar Hub to provide supplies and equipment to the WHO response team. The incumbent will have ongoing contacts with the OSL Regional Procurement officer as well as the Global Service Center (GSC).

The incumbent will closely work with suppliers to establish a professional pre-qualification of potential bidders for key goods and services and negotiate effective deals after approval of the Contract Review Committee; ensuring the coherent application of WHO related rules, SOPs and consistent implementation of delegated authorities and responsibilities.

DESCRIPTION OF DUTIES

oย ย ย  Support the procurement and contracting activities at the EPR Dakar Hub. This includes preparing cost estimates and procuring equipment and supplies locally and through the Global Management System (GSM).

oย ย ย  Review procurement requests received from the incident management team as well as other sub- offices, review various contractual documents for compliance with contract specifications; authorize the payment of suppliers and freight forwarder invoices in coordination with the budget and finance team.

oย ย ย  Monitor the preparation and distribution of invitations for bids and requests for quotation to qualified suppliers. Review offers and provide input on contract awards, in compliance with the WHO standards, policies and procedures.

oย ย ย  Track and update the suppliersโ€™ database, prepare suppliers' performance evaluations, identify and take appropriate action regarding suppliers who repeatedly fail to comply with the terms and conditions of their contracts.

oย ย ย  Draft audit responses, review and follow- up on any outstanding audit recommendations related to the procurement of goods or services.

oย ย ย  Work closely with the OSL Regional Procurement officer and AFRO Procurement Teams to follow up on shipments and provide updates on delivery status or delays; resolve any outstanding issues.

oย ย ย  suppliers concerning their non-compliance with contractual terms and conditions.

oย ย ย  Set up and maintain an appropriate documentation and archiving system to allow easy retrieval and use of purchase authorization/purchase orders and reports received.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in supply chain management, business management, or procurement.

ย 

Desirable:

An advanced university degree or professional qualification in procurement from an accredited/ recognized institute.

Experience

Essential: At least two years of experience in procurement and contracting operations.

Desirable:

Experience in developing countries. Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

REMUNERATION

WHO offers staff in the National Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 16.860.000 (XOF), (subject to mandatory deductions for pension contributions and health insurance, as applicable).
