Background

The Green Climate Fund (โ€œGCFโ€) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

GCF contributes to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF promotes the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.


The Fund seeks to engage the Procurement Consultant (S2P) to join its team at headquarters in Songdo, Republic of Korea, for a period of 12 months.

Role

GCF is in the process of finalizing the procurement of Services for Supply, Build and Installation of an ERP system (Enterprise Resource Planning system), which we will internally call the Green Climate Fund Financial Management Suite (GFMS). The scope of the GFMS includes a Source-to-Pay (S2P) component covering the overall procurement cycle โ€“ procurement planning, Purchase Requisition (PR) creation, Tendering, Purchase Order (PO) creation, receiving of goods and services, invoice matching and payment, contract management, etc. To successfully implement the S2P component the Consultant will work as a member of the GFMS Project team and collaborate closely with the GFMS contractor to develop the S2P process design and framework, aligned with standardized S2P processes and best practices in similar International Organizations (IO) and GCF structure and existing framework.

Under the guidance of the GFMS Project Manager with reporting line to the Procurement Manager, the Consultant will provide operational support to the GFMS Project team and represent Procurement Unit (PU) throughout the GFMS implementation process as a member of the GFMS Core Project Team Member (CPTM). The Consultant would be expected to start the engagement in June 2023.

Duties and Responsibilities

The Procurement Consultant (S2P) will be responsible for but not limited to:

  • Actively participate in Phase 0 โ€“ Global Design. In consultation with PU and other Project Team Members and stakeholders, develop the S2P process design and framework, aligned with standardized S2P processes and best practices in similar International Organizations (IO) and GCF structure and existing framework.
  • Actively participate in Phase 1B โ€“ Procurement Section (implementation). Ensure implementation of S2P process as designed in Phase 0, suggest changes if/when required, provide regular updates and feedback to the GFMS Project Manager and Procurement Manager/PU.
  • Design and implement S2P test scenarios throughout different implementation phases, document and report to PU and Contractor identified errors and issues and ensure fixing prior final acceptance.
  • In cooperation with the Contractor design and execute migration of the S2P data from the existing GCF system (Sap Ariba) into GFMS procurement module
  • Take active part in pilot project after the initial launch of Procurement Module. Support PU staff/buyers throughout S2P process, provide concrete advice and hands-on guidance to users on a daily basis.
  • Document issues arising during pilot project enrolment, address minor issues directly with the Contractor and escalate issues requiring GFMS Project Manager and Procurement Manager/PU involvement.
  • Adjust the end-user training materials to GCF operating environment and policies. Participate in the Train the Trainer phase and support PU staff being trained by Contractorโ€™s trainers, if needed.
  • On a daily basis, cooperate, collaborate, and communicate with other CPTM members and GFMS stakeholders, including Contractorโ€™s Project Team. Warrant information sharing in timely and precise manner, ensuring GFMS Project Team is updated with progress and development, as well as that Procurement Unitโ€™s requirements are presented and implemented.
  • Maintain official procurement data, records, and information material in required formats.
  • Prepare reports, analyses, and statistics as and when required.
  • Organize their work, set priorities, meet critical deadlines, and follow-up on assignments with minimal supervision.


    Required Experience and Qualifications

    • Bachelorโ€™s or Masterโ€™s degree in Business Administration, Public Administration, Procurement or another field relevant to public procurement. Chartered Institute of Procurement and Supply (CIPS) Diploma Level 4 (or equivalent) is desirable.
    • A minimum of 10 (Bachelor) or 8 (Master) years of relevant work experience in purchasing/procurement in public and/or private sectors; Experience with Project management would be an asset.
    • Minimum of 5 years of hands-on experience in working with ERP platforms/systems for procurement/S2P. Experience of working with International Organizations similar to GCF would be a distinct advantage. Experience with Oracle ERP would be a distinct advantage.
    • Experience in an international setting, and ability to work independently and take initiative in response to the Fund's needs.
    • Strong communication skills, teamwork, collaboration, and client relationship skills.
    • Strong competence and autonomy in the use of standard software programs: Excel, Word, PowerPoint, Outlook, etc.
    • Fluency in English (written and spoken). Knowledge of Korean language would be an advantage.
