Org. Setting and ReportingThe position is located within the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) with duty station, Kinshasa. The incumbent will report to a Procurement Officer/Team Leader. ResponsibilitiesWithin delegated authority and under the direct supervision of the Team Leader and the overall guidance of the Chief of the Regional Procurement Officer, the Procurement Assistant will be responsible for the following duties: โ€ข Provides procurement, logistical and administrative support to a team of Procurement Officers in the acquisition of a wide variety of goods and services. โ€ข Backstops Procurement Officers administratively; Organises biddersโ€™ conferences and meetings with vendors; conducts site visits, market surveys and market research; requisitions building maintenance services, manages the Sectionโ€™s Vehicle fleet including maintaining maintenance schedules; undertakes office management functions; requisitions office requirements and acts as custodian of vendor samples and office supplies โ€ข Reviews, records and prioritizes purchasing requests and obtains additional information/documentation as required; determines the availability of vendors and funding sources. โ€ข Monitors status of existing requisitions, maintain contact with suppliers to ensure timely delivery of goods and services, coordinates shipment of goods/commodities/equipment to HQ and field missions, verifies receipt and inspection of deliverables and accurately reports, as and if required. โ€ข Produces tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of requirements and cost of procurement involved. โ€ข Prepares abstracts of offers and compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance of Procurement Officers. โ€ข Finalizes purchase orders and contracts for approval by the Procurement Officer; may authorize purchases in line with delegated signature authority, and, if required, prepares submission to the Contracts Committee for review and subsequent approval by the authorized official. โ€ข Assists relevant officers in more complex, higher value purchasing operations; coordinates distribution of pertinent documents to concerned parties, undertakes market research and surveys, secures quotations from vendors and ensures appropriate follow-up action, etc. โ€ข Maintains relevant internal databases and files; keeps track of any contractual agreements, systems contracts, etc. and informs affected users of contractual rights and obligations. โ€ข Researches, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as obtain specifications for new products and equipment on the market. โ€ข Drafts routine correspondence. โ€ข Performs other duties as assigned. EducationHigh school diploma or equivalent is required. Job - Specific QualificationA certification in procurement is desirable. Work ExperienceA minimum of five years of progressively responsible experience in procurement, contract management, contract administration or logistics and supply chain management, administrative services or related area is required. First-hand experience in conducting procurement, providing Administrative support to Procurement Staff or undertaking logistics at the international level for an intergovernmental organization(s), governmental organization(s), or large multi-national organizations(s) is desirable. Experience in all phases of procurement in a high-volume procurement operation is desirable. A minimum of three consecutive years of experience in supporting or conducting international tender exercises to award contracts for procurement of complex goods and services during the last five years is required. Knowledge of MS Office and other software applications, e.g. I-need and Outlook is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required; and knowledge of English is desirable. AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Candidates endorsed by the FCRB but not selected will be placed on the PROCUREMENT ASSISTANT - G5 roster. The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process.
