Mission and objectivesMONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Task DescriptionThe UN Volunteer/ Electrical/ Electronic Repairs and Diagnostic Tools will be responsible for the following duties: โข Maintenance and repair of the electrical/ electronic systems of Mission's UNOE fleet. โข Use workshop diagnostic tools, such as onboard diagnostics scanners (OBD) plug-and-play devices, multimeters, and testers, to conduct regular diagnostic tests and detect vehicle malfunctions and breakdowns. โข Provide advice, technical support, and expertise to technicians on the vehicle's electrical and electronic systems, and assist the team in performing specific repairs. โข Participates in the acquisition of new diagnostic tools and the software programming and upgrades for the diagnostic tools in use, including the Electronic Control Unit (ECU) and OBD. โข Identify the correct spare parts to facilitate service, maintenance, and repairs of the electrical and electronic systems of the vehicles in the field office. Monitors spare parts usage reports, service orders, and other relevant documents. โข Provide training activities to enhance the capacity of national staff members and familiarize staff with the use of the diagnostic tools. โข Guide the workshop staff on the proper use of universal and special service tools (SSTs). โข Prepare vehicle write-off documentation and ensure that established procedures and deadlines are followed to process cases. โข Develop reports to document workshop performance (including personnel matters), vehicle warranties, vendor support, and other workshop-related activities. โข Implement and monitor work safety procedures and the safe operation of workshop equipment. โข Performs any other task as directed by the Motor Transport Officer/ Workshop supervisor.

Living conditions and remarksThe assignment is based in the town of Entebbe, located on the shores of Lake Victoria in the East African country of Uganda (approximately 35 km from the capital of Kampala). Uganda's main international airport is located in Entebbe. It serves as the primary entry point into Uganda for international travelers, offering direct connections to and from Addis Ababa, Amsterdam, Brussels, Cairo, Dar es Salaam, Dubai, Johannesburg, Juba, Dakar, Kigali, Kinshasa, London, Nairobi, and other destinations. Entebbe is currently under UN Security Level 2, which is the warning and preparation stage, ensuring that subsequent levels can be implemented smoothly (e.g., establishment of a coordination center). The UN Security Management Team (SMT) and other entities involved in the security management and assessment system (e.g., wardens) meet regularly to monitor the security situation and prepare for subsequent stages. The UN Department of Safety and Security (DSS) regularly updates all UN personnel. It conducts briefings upon arrival to sensitize newcomers and others on the latest political and social developments that may have security implications. There is a Level 1 clinic in the Entebbe Support Base (where the assignment is located and there are several UN-cleared private hospitals in Kampala. Certain vaccinations are mandatory for UN personnel to enter Uganda, including Yellow Fever. UN volunteers must ensure that they are up to date with the appropriate vaccinations, especially a cleared and endorsed Yellow Fever vaccination certificate, as you may be required to provide this document upon arrival at Entebbe International Airport. Entebbe has been declared a family duty station for all UN personnel as of July 2011. International schools and recreational facilities are available in Kampala and Entebbe. Local markets and supermarkets stock a good range of consumer goods. Upon arrival, the UNV Support Office can assist with the booking of temporary accommodation, which will be covered by the volunteer (the UNV Settling Grant is designed to cover this expenditure). The volunteer will subsequently locate long-term accommodation in Entebbe, with rents ranging from US$400 to US$800. Various mobile phone companies operate in Uganda. SIM and top-up cards are readily available. UN personnel have access to the internet and telephone connections (a UN PIN code can be used for personal calls on a cost-recovery basis). Upon arrival, the volunteer will open a bank account, typically with Barclays Bank (located at the Entebbe Support Base facility), where payments from UNV SIG and VLA will be received. ATMs are available throughout Entebbe and Kampala and accept many international cards.
