BACKGROUND

About Plan International

Plan International Indonesia has been operating in Indonesia since 1969, according to the Memorandum of Understanding with the Government of Indonesia. In 2017, Plan International Indonesia transformed into Yayasan Plan International Indonesia; registered by the Ministry of Law and Human Rights. This transformation aims to reach more children, especially girls in Indonesia.

Stunting has long-term impacts on individuals and societies, including diminished cognitive and physical development, reduced productive capacity and poor health, and an increased risk of degenerative diseases. In Country Strategy 5, Plan Indonesiaโ€™s stunting prevention program aims to reduce stunting in marginalised communities through the fulfilment of health and development milestones in the first 1,000 days of life. For this reason, Plan Indonesia launched the Parents Project which focuses on stunting prevention through interventions to increase the capacity of cadres and changes in parenting behavior.

Parents Project will establish two models: (1) to increase parents/caregiversโ€™ participation in accessing existing government parenting education facilities using culturally relevant behavioural change communication (BCC) approach and (2) to build the capacity of the frontliners so they could provide quality services to the families through coaching and mentoring model using existing training systems. The BCC developed to foster parentsโ€™ demand to access parenting education to prevent stunting. Action research approach will be used to develop a model and guidelines with experts from research institutions. The increased demand to learn better parenting strategies from parents/caregivers must be accompanied with frontlinersโ€™ sufficient capacity in providing them with optimal assistance on delivering direct stunting prevention counselling. However, there is a gap in frontliners' technical capacity, due to insufficient infrastructure and frontlinersโ€™ constraints in accessing online training platform, lack of mentoring after completing the training, and limited capacity on fundamental soft skills including basic facilitation skills for group meeting, basic counselling skills for individual parents, and lobbying skills to attract support for stunting prevention efforts from village governments. Through this project, BKKBN field staff (Petugas Lapangan Keluarga Berencana PKB/PLKB) and cadres (kader) will receive support to access and learn from online Self-Study System Application (SiBima) complemented by offline assistance and mentoring post training. Additional basic communications, counselling, and lobbying contents will be added to enhance SiBima application and address front linersโ€™ needs. The two models will be scaled up at national level and will reach more than 300,000 frontliners across Indonesia by the end of three years project implementations.

ROLE PURPOSE

The Project Officer will support and assist Parents Project Manager in the implementation and the achievement of the project objectives which relates (1) to increase parents/caregiversโ€™ participation in accessing existing government parenting education facilities using culturally relevant behavioural change communication (BCC) approach and (2) to build the capacity of the frontliners so they could provide quality services to the families through coaching and mentoring model using existing training systems.

S/he is responsible for successful implementation of the Parents Project and growing the project portfolio. S/he will support the Project Manager to strengthen Parents Project management in specific, and Stunting Prevention in general.

ACCOUNTABILITIES

General Management:

  1. The post holder reports to Parents Project Manager.
  2. Support the Project Manager managing the project planning, implementation, budgeting and monitoring evaluation of project activities.
  3. Support the Project Manager to proactively work to coordinate wit, influence, support and collaboratively working with local government related stunting issues at district level, as well as village.
  4. Support the Project Manager to engage in advocacy, networking and coordination in the project area, and ensuring children and young people particularly girls, women, and disabilities are benefited from the project.
  5. Support the Project Manager achieves project goals and outcomes particularly in district and villages level.

    Program implementation in line with the project design and planning

    1. Support Project Manager in implementing the project in line with project work plan, monitoring and evaluation framework, and communications strategy.
    2. Support Project Manager in executing the project workplan on the basis of key activities specific plans.
    3. Support Project Manager in coordinate with project partners or other relevant stakeholders of project activities.
    4. Assist the Project MER Specialist, in providing project data collection and verification to avoid double counting and reported to Project Manager.
    5. Working collaboratively with technical advisor/specialist in CO for cross-cutting issue such as gender and inclusion, communication strategy, youth participation, safeguarding.

      Communication, Monitoring and Reporting

      1. Assist Project Manager in day-to-day monitoring of target project activities.
      2. Maintain positive communication and coordination with Project Manager and Project team on activity planning and implementation.
      3. Support Project Manager and work together with MER Specialist to monitor project indicators progress and expenditure of project activities.
      4. Support Project Manager in preparing progress reports for internal YPII use in monthly basis and/or another basis if needed.
      5. Collaborate with communications team to implement communications strategy and advocacy.

        Networks, Partnership and Learning

        1. Maintaining contact with external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation.
        2. Maintaining high quality relationship with project partner and relevant stakeholders, as well as reviewing reports and indicators.
        3. Develop project documentation showing learning and best practices emerged during project implementation.
        4. Seek innovation and put in place improved learning practices within and outside the program.

          Financial and Administration

          1. Support the Project Manager in preparing and ensuring administration and financial support document of project activities according to the implementation and expenditure.
          2. Support the Project Manager to oversee and administer the day-today activities of the project; follow the policies, procedures, and systems of Plan International Indonesia which ensure productive and efficient office operation.
          3. Support Project Manager to organize and facilitate project
