OBJECTIVES OF THE PROGRAMME The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, andlead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to addressall health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed tooperate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks andemergencies,consistent with ways that strengthen local and national capabilities.
DESCRIPTION OF DUTIES
- Provide input to the UKR/EURO in managing and implementing the operations linked to the financial, administrative, information systems, logistics, facilities management, as well as human resources and security as needed. This input will also cover all other operations related issues.
- Provide guidance to CO staff on administrative policies and procedures.
- Administer the budget and finance of the BOS department and ensure compliant and efficient use of financial resources within the Office in accordance with financial rules and regulations.
- Prepares and assesses the operational budget and provides input for BOS related activities within the office and give inputs on fund utilization and ensures timely adjustments to respond to emerging needs at country level.
- Monitor the overall allocation of financial resources for the office through the use of the WHO ERP system and other financial tools; providing financial reports, data and statistics and provides guidance on financial administration to managers and staff.
- Organizes the administrative functions at the office and manage the effective work of the administrative support in the offices to ensure effective administrative support.
- Ensure smooth running of operations including procurement of goods and services, travel, communications, conference services and information technology needs of the office, and local service requirements.
- Monitor logistics/fleet related activities as required by the Operations Manager to ensure the efficient and effective running of in-country fleet activities.
- Monitor event/conference and travel related activities as required by the Operations Manager to ensure the efficient and effective running of in-country activities.
- Monitors and assess all contracting and contract administration of the office, ensuring compliance with WHO organizationโs regulations, rules, procedures and guidelines
- As and when needed provide inputs to office security on related Business Continuity processes and other areas as needed.
- Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education Essential: First university degree in Business Administration, Management, Human Resources, Economy, Social science or related field. Desirable: An advanced university degree (Masters level or above) in Business Administration, Management, Human Resources, Economy, social science, or related field
Experience Essential: At leastย one year work experience managing operations/administration, implementing budget and finance, and human resources. Desirable: Experience working for an international organization. Experience in building and restructuring offices at the country level. ย Skills
