    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K 1,051,479 (Zambian Kwacha) yearly.

    Introduction

    The National Project Manager will lead the implementation of a project on Reducing Child Labor and Forced Labor in Critical Mineral Producing Communities in Zambia funded by the US Department of Labourโ€™s Bureau of International Labor Affairs (ILAB). The National Project Manager will lead the project team to design, implement and report on activities aiming at meeting the project Outcomes:

    Outcome 1: Increased capacity of government to address child labor and forced labor in critical mineral producing communities.

    Outcome 2: Increased resiliency of members of vulnerable households in communities producing critical minerals.

    The project will work in mining communities in two of the following provinces: Northwestern, Copperbelt, Central and/or Luapula. The project will use an integrated area-based approach to address child labor and promote sustainable community solutions to reduce the impact on children in relation to increases in the demand for critical minerals.

    The project will conduct two needs assessments:

    (1) Within the first six months of award, the grantee will refine the proposed strategy related to Outcome 1 by conducting a needs assessment that includes consultation with government stakeholders to determine geographical areas to improve government capacity to address child labor and forced labor in mining communities.

    (2) Within the first 12 months of award, the grantee will carry out an in-country needs assessment to assess, refine, and/or validate the proposed strategy for Outcome 2 and to inform the design and delivery of interventions. This needs assessment should use a participatory approach to identify the needs of households vulnerable to child labor and forced labor in project areas, the communities and households that should be targeted by the project, how they should be reached; how the project can effect sustainable change; and how the context might affect the delivery, uptake, and outcome of the activities, including potential risks.

    The project will support regional engagement and collaboration between Zambia and the Democratic Republic of the Congo along the borders of the two countries to address child labor and forced labor where they have similar interests in the production and transportation of critical minerals. The project will also work with the Southern African Development Community (SADC) to assist with the cross-border engagement and collaboration.

    Reporting lines:

    Under the overall responsibility of the ILO Country Office Director for Zambia, Malawi, and Mozambique (CO-Lusaka), the National Project Manager will also directly report to the Country Office Director. He/she will receive technical guidance and support from the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS). The National Project Manager will give guidance and supervise a project team of national officers and general service staff.

    Description of Duties

    1. Lead the planning, managing, coordinating, implementation and monitor the project through timely provision of inputs, project activities in a timely and efficient delivery of outputs and in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and Country Programme Outcomes (CPOs), including administrative and financial procedures and USDOL guidelines.
    2. Ensure that the project results (including CPO reporting) are regularly documented, monitored, evaluated, reported, communicated and used for learning and adjustment of the project. Develop a strong results measurement framework, including a monitoring system to track progress and results at various levels. Mainstream gender, disability inclusion, and ethnic culture concerns into all project-related interventions.
    3. Plan, organize, supervise, monitor and manage efficiently the work of the project team (incl. national experts and general service staff, as well as external collaborators). Allocate work to staff, assign staff to particular work streams, control the quality of outputs, provide guidance and training and evaluate the work performed by staff
    4. Liaise with stakeholders and other like-minded organizations (private and public) in the mining sector in Zambia to implement project interventions that advance the objectives of the project and promote decent work.
    5. Ensure administration and internal control of project resources for effective and cost-efficient management of funds/budgets assigned to the project as well as ensure that reporting is adequately carried out, as elaborated in the Project Document and USDOL guidelines

    7. Work in partnership with the Southern African Development Community (SADC) institutions to assist in the cross-border approach.
    8. Strengthen relationship to cooperate and coordinate with the host government officials and work with government stakeholders at the national and/or local level, including relevant ministries or government bodies.
    9. Represent the Office in interagency fora (Pillar groups, theme groups and Results groups) and meetings with a view to identifying areas for joint activities (Joint Workplans).
    10. Draft and review, including in cooperation with technical specialists, substantive inputs for programme framework documents, project proposals, reports and other documents for monitoring and reporting purposes.

    11. Provide leadership on the provision of technical support to ILO constituents, government agencies, other relevant stakeholders, and in particular the Project Steering Committee in undertaking their advisory responsibilities under the project
    12. Strengthen relationship to cooperate and coordinate with the concerned governments ministries and institutions, the employersโ€™ and workersโ€™ organizations, non-governmental organizations, the target groups and the donors, in the planning and implementation of activities under the project. Lead the representation of the ILO at inter-agency, governing body, stakeholder, donor and other meetings, and maintain close relations with donor and other partner agencies, including through promoting ILO principles, policies and procedures.
    13. Ensure that the results of the project at impact, outcomes and output levels are achieved through the activities and interventions of the project, are deemed sustainable, and the results are regularly documented, monitored, evaluated, reported, communicated and used for learning and adjustment of project implementation.

    Required qualifications

    Education

    First level university degree (or equivalent) in public policy, international development, social science, anthropology, economics, or related field. Master`s degree is an added advantage.

    Experience

    At least five years of experience working on projects that address labor-related issues, including child labor, forced labour and related issues, such as education, youth employment, in mining communities.

    โ€ข Experience in managing and implementing development cooperation projects, project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, budgeting, and overseeing the preparation and submission of required reports), preferably in Southern Africa
    โ€ข Demonstrated experience working with governments, including providing technical assistance for strengthening implementation of National Action Plans against child labour, improving legislative and policy environments, strengthening enforcement of labour laws in mining communities, and /or providing education, livelihood and social protection services
    โ€ข Demonstrated experience working with neighbouring countries, which may include through regional institutions in sub-Saharan Africa, such as SADC or the African Union
    โ€ข Experience maintaining working relationships with all project stakeholders and effectively building partnerships between them
