Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given, with a possibility of extension. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is NOB Step 1 of the UN salary scale in Lesotho.

    Introduction

    The ILO seeks to recruit a Monitoring and Evaluation Officer at the NOB level for an upcoming U.S. Department of Labor project aimed at supporting safe and inclusive work environments in Lesotho.

    This selection and recruitment is part of an ongoing application process for a competitive tender for the grant. Therefore, the ILO will only be able to offer employment to the successful candidate should the ILO’s application be selected for the award. Award decisions are expected to be made by end of 2023. The chosen candidate is to start work within 45 days of the signature of the project award.

    The project, if awarded to the ILO at the end of the bidding process, will be implemented in Lesotho.

    Project outcomes include:

    • Outcome 1: Strengthened capacity of relevant government institutions to monitor and enforce compliance with international labour standards related to OSH, anti-discrimination, and countering Gender Based Violence and Harassment (GBVH) in the world of work.
    • Outcome 2: Strengthened government collaboration with local, national, and regional stakeholders to develop and implement policies, procedures, and services to promote OSH and combat discrimination and GBVH in the world of work.

    If awarded, the project will be implemented in the framework of the Safety + Health for All flagship Programme of the ILO. Through the Flagship Programme, the ILO advocates globally and acts locally to promote safe and healthy work environments. The Programme strategy includes a Theory of Change as well as a results framework against which the project will report.

    The project falls under the technical responsibility of the ILO Labour Administration, Labour Inspection and Occupational Safety and Health (LABADMIN/OSH) Branch.

    Reporting lines

    Under the overall supervision of the Director of the ILO Decent Work Team and Country Office for South Africa, Botswana, Lesotho and Eswatini (DWT/CO Pretoria) and the direct supervision of the Project Manager (PM), the M&E Officer will establish and implement the project comprehensive monitoring and evaluation (M&E) strategy aligned with USDOL standard indicators as well as with the indicators of the ILO Global Programme Safety + Health for All.

    The incumbent is expected to effectively cooperate with CO – South Africa, Botswana, Lesotho and Eswatini, including with Programming Unit, as well as with the Decent Work Team/ Pretoria, LABADMIN/OSH (technical and Programme & Operations teams) and other Technical Specialists of the ILO.

    Description of Duties

    The M&E Officer will:

    1. In collaboration with the Project Manager and the technical backstopping unit, design and implement a comprehensive monitoring and evaluation strategy, including results, baselines and targets and indicators; assumptions and risks, and reporting on activities and performance towards project objectives addressing the project theory of change and mainstreaming gender and non-discrimination.
    2. Design and roll out of data collection tools (with quantitative and qualitative dimensions), including those developed by the programme Safety + Health for All to measure key performance indicators.
    3. Develop and implement baseline and follow-up surveys and studies as necessary (quantitative and qualitative dimensions).
    4. Develop an end-of-project analysis of PMP indicator data and final outcomes.
    5. Undertake regular visits to the fields to support implementation of monitoring and evaluation, check the quality of data produced, and to identify where adaptations might be needed. Monitor the follow up of evaluation recommendations with Projects’ Team.
    Develop and implement mechanisms to enhance the knowledge management function on OSH and GBVH, including aspect of governance, knowledge transfer, electronic accessibility and other aspects of a knowledge management strategy beyond the life of the project.
    6. Take charge of preparing periodic reporting to the donor as well as to the global Flagship Programme Safety + Health for All.
    7. Be the focal point of the project for the mid-term and final evaluations and support related activities.
    8. Review, verify, analyse work plans, progress and final reports and other data for clarity, completeness and consistency and monitor the progress of project activities and outputs.
    9. Based on identified needs, develop M&E operational guidelines as required, prepare and deliver capacity building for project staff, stakeholders and project partners on M&E of activities.
    10. Lead in the preparation of project documentation including lessons learned, good practices, briefs background information, technical reports, and periodic progress reports, and statistical data on status of the overall activities of the project.
    11. Establish/maintain close relations with national authorities and project partners, especially with respect to M&E activities.
    12. Carry out other duties as may be assigned by the PM and the DWT/CO Pretoria Director.

    Required qualifications

    Education

    First level University degree in monitoring and evaluation, statistics, project management, demographics, public policy, international development, economics, or related field. Advanced certificate in M&E, statistics, or economics is an advantage.

    Experience

    Minimum of three years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects

    Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages

    Experience in incorporating gender dimensions of the project in M&E framework is desirable

    Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and performance monitoring plans

    Experience developing reporting tools, including in Microsoft Excel

    Experience developing and refining data collection tools

    Experience with data quality assessments and oversight

    Experience managing and providing ongoing training to M&E field officers

    Ability to facilitate and serve as a project liaison for externally managed evaluations

    Languages

    Excellent written and spoken command of English and good knowledge of another official language of the duty station.

    Competencies

    • Good knowledge of programming cycle (planning, monitoring, reporting and evaluation) and programme implementation, monitoring and evaluation techniques and practices.
    • Good knowledge of programming and results-based management (RBM) principles and concepts and knowledge management issues.
    • Knowledge of impact assessment is an advantage.
    • Knowledge of the substantive issues handled by the project, such as occupational safety and health at work, gender-based violence and harassment, labour inspection, labour law enforcement and social dialogue.
    • Good knowledge and experience in respect to gender mainstreaming.
    • Demonstrated ability to liaise and negotiate with government and social partners.
    • Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
    • Excellent analytical skills.
