Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 28,742 USD yearly.

    Introduction

    general information about the context in which the official will work / background on the project:

    The position is located in Kyiv, Ukraine, as part of the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 19 countries of Central and Eastern Europe (for more see www.ilo.org/budapest). ILO Kyiv currently handles one of the largest country portfolios in the region ranging from employment creation to social protection and occupational safety and health.

    The latest addition to this portfolio is a new project in Ukraine promoting compliance with fundamental principles and rights at work (FPRW) throughout the ongoing legislative labour reform processes in Ukraine. The main aim of the two-year project is to equip the Ukrainian government, employers, and trade unions with an increased understanding of international labour standards (ILS)/FPRW and their application, in law and practice, in Ukraine. Activities foreseen include the provision of technical comments on draft legislation to ensure alignment of national legislation with ILS/FPRW, capacity-building for the implementation of amended/new legislation, where possible, providing recommendations on relevant data collection and analysis, capacity-building for reporting on ILS ratified by Ukraine; and training for judges and labour law practitioners on the judicial use of ILS.

    In order to implement this project, the ILO is seeking to recruit an experienced and highly motivated National Project Coordinator.

    The duration of the project is 24 months from 21 March 2023 until 26 March 2025.

    Reporting lines:

    The position reports to the Sr. Social Dialogue and Labour Law Specialist based in Budapest and will work in close coordination with the ILOโ€™s National Coordinator for Ukraine based in Kyiv. The incumbent will receive guidance and technical advice from the relevant specialists in the DWT/CO-Budapest, the ILO National Coordinator for Ukraine, as well as the concerned Departments in Geneva.

    General duties:

    โ€ข Coordinate the day-to-day implementation and administration of project activities in conformity with project objectives and in close collaboration and coordination with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia (Geneva), the NORMES and WORKQUALITY Departments (Geneva), the ILO National Coordinator in Kyiv, project partners, international and national experts and ILO constituents in Ukraine.
    โ€ข Identify difficulties or any change or development in the country that may be relevant for the project and take appropriate measures in consultation with the team to ensure timely fulfilment of all obligations and timely delivery of the project outputs.
    โ€ข Ensure proper consultation and participation of ILO constituents and other project partners at the country level during the project implementation phases. In particular, ensure that ILS, social dialogue and gender issues are explicitly addressed and mainstreamed throughout the project activities and any outputs including final reports or events.
    โ€ข Contribute to the implementation of Decent Work Country Programme for Ukraine with respect to the issues that fall within the purview of the Project. Ensure inter-project exchange of information with the aim of complementarity and synergy among different DC projects of the ILO in Ukraine.
    โ€ข Ensure financial and administrative tasks related to the project are conducted efficiently and according to ILOโ€™s rules and procedures (for meetings, purchase of goods and services, hiring collaborators, etc).
    โ€ข Monitor progress (updating of Monitoring & Evaluation plan), assist in programming and budgeting and provide translation and interpretation, when required, for the Technical Backstopping Officer and/or the experts on mission during meetings and consultations.

    Specific duties:

    โ€ข Draft the project work plan according to the project objectives as indicated in the project document and update as necessary.
    โ€ข Draft periodic progress reports and the final project report for the DWT/CO-Budapest.
    โ€ข Prepare financial requests to Budapest and UN Financial Unit.
    โ€ข Coordinate the processes related to the planned outputs of the project, in particular related to:

    • The provision of ILO inputs into the ongoing reform processes.
    • Consulting tripartite constituents on the application of ILS/FPRW in the reform of labour legislation.
    • Supporting review of the workflow for the ILS reporting by Ukraine with the view to improve collection, procession of data and submission of reports on application of ILS.
    • Integrating continuous learning courses for judges through the National School of Judges (NSJ).

      โ€ข Assist constituents and other partner institutions in delivering relevant activities; facilitate the collection of information for monitoring progress; document good practices and other salient elements of the implementation process.
      โ€ข Develop and implement a strategic communications plan.
      โ€ข Prepare public events for wider dissemination of project results to the public, and develop draft news items, press releases and other comms products related to project deliveries, in coordination with the Budapest Comms Officer.
      โ€ข Support the application of ILS, social dialogue, and gender-transformative approaches throughout the implementation process.
      โ€ข Support advocacy and capacity-building activities for the ILOโ€™s tripartite constituents and other partners of the project.
      โ€ข Collaborate, in coordination with the NC, with other relevant UN entities, under the UN-Ukraine Partnership Framework and beyond, international, and European agencies, including UNDP, UN WOMEN, OECD, the World Bank, the European Commission and others.
      โ€ข Participate in relevant meetings and consultations, as required.
      โ€ข Ensure the quality of documents, including editing and translation.
      โ€ข Contribute to ILO regular internal reports and UN info updates.
      โ€ข Perform any other duties as may be assigned by the Sr. Social Dialogue and Labour Law Specialist, ILO National Coordinator for Ukraine and the DWT/CO Director.

      Education

      First level university degree in law, economics, social sciences or relevant subject areas. Other degrees but with relevant specialisation in labour, industrial, and employment issues would be an advantage.

      Experience

      At least two years of professional experience at the national level in the different aspects of the project cycle management with sound knowledge of monitoring and evaluation techniques. Professional experience in international projects and technical expertise in the fields of labour law, industrial relations, social dialogue, and employment and labour market policies would be an advantage. Prior engagements with UN and ILO projects would be given special consideration.

      Languages

      Excellent knowledge of Ukrainian and English, both oral and written.
