    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    ILO Country Office for Bangladesh, with funding from Global Affairs Canada, has launched a new project entitled: 'Leaving No One Behind: Improving Skills and Economic Opportunities for the Bangladeshi Community and Rohingya Women & Youths in Cox's Bazar.' It is designed based on the combined experience, mandates and values of specific development and humanitarian organizations in responding to the forced displacement of Myanmar Rohingya people in Cox's Bazar, Bangladesh, from 2017 onward.

    The Programme is built on an alliance of ILO, UNHCR, IOM, UNDP, where ILO and UNDP will work in the host community and UNHCR and IOM in the Rohingya Camps, that will combine their expertise and experiences in refugee protection, livelihood, skills development, and self-reliance for the Rohingya Refugee and host communities.

    The programme interventions aim to improve the resilience and self-reliance of Rohingya refugees and enhance the economic empowerment of vulnerable host communities through skills and livelihood development programmes ensuring employment and decent work. It will provide support through skills and entrepreneurship development for the vulnerable refugees and host communities using ILO tools and methodologies to improve their livelihoods and enhance the peaceful co-existence of the refugee and host community.

    The incumbent will work in collaboration with UNDP and BRAC and local implementing partners. The incumbent will provide technical support and guidance to the programme team and partners, including Industry Associations, OSH training providers, Business Development Services (BDS), workers, MSMEs to implement the enterprise development and value chain development related activities in Coxโ€™s Bazar district.

    Reporting lines

    The incumbent will work under the direct supervision of the ILO CXB Head of Sub office, work closely with the CXB National Programme Manager โ€“ Skills and receive technical guidance and advice from the SME Development Specialist of ILO Co-Dhaka and other relevant technical Specialists at ROAP and HQ.

    Description of Specific Duties

    S/he will be responsible for effective management, coordination, planning, implementation, and monitoring of the enterprise development activities of the programme as per ILO programme implementation guidelines, and administrative and financial procedures, specifically, the incumbent will:

    1. Programme management and technical cooperation

    • Provide substantive and technical leadership on designing and developing economic livelihood programmes, managing value chain assessments using an MSD approach focussing on employment generation sectors in Coxโ€™s Bazar namely tourism, seaweed, salt and more.
    • Establish new working partnerships with tripartite constituents and relevant stakeholders including the project implementing partners, development partners, government partners as necessary.
    • Prepare a result-based annual workplan and budget relevant to the enterprise development component of the programme.
    • Lead technical discussions and convening on issues relating to economic livelihoods and enterprise development, private sector engagement, value chains development, green jobs, and local economic development in the region on behalf of ILO.
    • Identify and lead institutional capacity-building initiatives for the government, social partners, and relevant implementing agencies in the areas of private sector development, enterprise development and so on.
    • Undertake missions to the project locations, identify bottlenecks and suggest robust strategies to mitigate the challenges for smooth implementation of the programme.
    • Establish and set up a coordination mechanism amongst constituents, consortium partners and backwards and upward stakeholders of the programme to ensure effective delivery and results.
    • Provide technical assistance and work closely with industry and workers associations and Industry Skills Councils (ISCs) on achieving gender responsive results.
    • Lead the implementation of programme activities with a focus on livelihoods promotion (market systems development, entrepreneurship, and skills development) in line with the agreed plan and monitoring & project management framework. Identify and act on any form of non-performance and underperformances that may be encountered during the project implementation.
    • Provide technical advice to the programme constituents overall and specifically on economic development strategies as to enhance livelihoods, job creation and market access for MSMEs.
    • Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.

      2. Partnerships development and networking

      • Work effectively with the nodal Ministryโ€™s, relevant government agencies including the District Administration, Department of Youth Development, Employers federations, private sector companies, workersโ€™ organisation, NGOs and civil society organisations for smooth implementation of the enterprise component of programme activities.
      • Map out key external stakeholders and work effectively with them by maintaining professional collaboration and partnerships at district levels on skills and entrepreneurship development issues.
      • Facilitate and promote effective coordination and collaboration with ILO constituents, PUNOs, BRAC and other relevant local and international humanitarian agencies working in Coxโ€™s Bazar.
      • Support resource mobilization, source new funding opportunities and new programme development for the region.

        3. Advocacy, Communication and Knowledge management

        • Ensure high-level communications to increase projectโ€™s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team in Coxโ€™s Bazar, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects.
        • Provide guidance and support to develop and implement an advocacy and communication strategy through traditional and innovative media and knowledge-sharing platforms.
        • Provide support to identify best practices and document lessons learned and contribute to knowledge management activities.
        • Support in preparation of required quarterly and annual reports, communication materials and key updates of the enterprise component as required together with the programme Communication officer and M&E officer.
        • Continuously review the implementation status of the activities with Programme team and relevant partners on required follow ups and/or alternatives for corrective action.
        • Ensure gender sensitive activities are integrated in the programmeโ€™s plan and implementation strategy.
        • Promote environmental and climate change and other cross-cutting issues of the Programme.
        • Represent ILO in meetings and dialogues on issues related to economic livelihoods and enterprise development.
        • In addition to the above, perform any other duties and undertake any other tasks assigned by the Supervisor.

          Required qualifications

          Education

          Advanced university degree (equivalent to Master) in Economics/Business Management/social sciences /Development Studies or other related areas.

          Experience

          โฆ Minimum 5 years of relevant work experience in Project management, managing economic livelihoods and market system development projects, value chain development, entrepreneurship promotion at national level.
          โฆ Good knowledge of market systems development approaches, policy making processes, macro issues of economic development and job creation
          โฆ Providing substantive and technical leadership on designing and developing economic livelihood programmes in fragile and crisis contexts.
          โฆ Substantial work experience with government/local government entities, private sectors, and civil society.
          โฆ Familiarity with ILO policies, technical programmes, UNJP modality and reporting system will be an advantage.

          Languages

          Excellent proficiency both written and oral in English and Bangla.

          Competencies

          โฆ Demonstrated knowledge of the Market systems development, private sector development, and entrepreneurship development system in Bangladesh.
          โฆ Proven competencies on excellent networking, advocacy and interpersonal skills and ability to negotiate with tripartite constituents and stakeholders at all levels.
