OBJECTIVES OF THE PROGRAMME Underlying Values and Core Functions of WHO All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO's actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact, and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations. WHO's mandate revolves around six core functions:(i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic, and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out. The WHO Country Office supports the Member States to shape their health policy in line with WHO's principles and values and advocates for an integrated approach to health development. The WHO Country Office administers, consolidates, manages, and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has been presentation, fund-raising, and resource steering function, as needed. The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action through monitor the availability of essential health services and resources in humanitarian emergency settings to guide data driven emergency response and recovery of health system.

ORGANIZATIONAL CONTEXT Supervised by the Health Information Lead and under the overall guidance of the Incident Manager and working closely with counterparts at the respective Regional Office and HQ, the incumbent will act as the subject matter expert for health service monitoring within the health information team. S/he will be tasked with systematic design, adaptation, and implementation of routine and ad hoc health services monitoring and provide the incident management system, and in support to the Ministry of Health (MOH) and partners within the health cluster and under the guidance of the WHO EURO Regional Office and HQ. S/he will provide technical support to the Ministry of Health of Ukraine and National Health Service of Ukraine in the area of monitoring of health care service availability for essential service packages and conduct ad hoc assessment in priority areas that are affected by the ongoing military offensive in the east and southern part of the country.

DESCRIPTION OF DUTIESย  ย  The incumbent will assume the following responsibilities and achieve the following objectives: 1) Provide technical support to the Ministry of Health (MoH) and Incident Management team in strengthening monitoring of health resources and service availability:
a) Coordinate periodic monitoring of health resources and essential service availability at different level of care, at primary and specialised care level;
b) Support development and/or revision of national guidelines and training programs for standard tools for monitoring of health care service availability;
c) Ensure global ย  tools are adapted to the local context in line with the national healthcare reform and service packages.
2) Support the Ministry of Health and WHO and other partners to develop plan to address the critical gaps:ย 
a) Facilitate interpretation of health resource and essential health service monitoring results;
b) Support preparation of impact assessment report for priority service package as requested by MOH, NHSU, WHO and other partners;
3) Produce period situation analysis based on available data sources on service availability, collaborate with health information team and conduct triangulated situation analysis;
4) Together with other members ย  ย of the emergency management team and health cluster partners, coordinate health facility assessments and ensure interoperability of result and minimize duplication;
5) Provide input to health service recovery plan and support monitoring of implementation progress;
6) Contribute to capacity building of relevant stakeholders for monitoring of health resources and essential service availability at different level of are and health system administration;
7) Conduct other related tasks.

REQUIRED QUALIFICATIONS

Education Qualifications Essential: University degree (Bachelor) in medicine, healthcare management, public health or related area. Additional academic specialization in health systems, or equivalent professional qualification. Desirable: Post graduate degree (Master and higher) in public health, health informatics, and related field.

Experience Essential: At least two years of relevant work experience in design, management and interpretation of health- related data. Desirable: Experience with working for WHO or other international organizations. Experience implementing essential health service monitoring. Familiarity with national health systems and recent reforms.

Skills Sound knowledge design, management, and interpretation of health-related data; Sound knowledge of health service assessment; Good understanding of national health system of Ukraine and health services at different level of care.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 38,776 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
