Background:

The OSCE Permanent Council Decision No. 588 from 2003 mandates the OSCE Presence in Albania (hereinafter โ€œthe Presenceโ€) to work in the area of parliamentary capacity building. A Parliament that effectively and efficiently fulfils its core functions of law-making, oversight and representation plays a key role in consolidating democracy and good governance in the country. The Presence has been implementing during 2019-2022 an extra-budgetary project Support Parliament and Civic Education in Albania funded by the government of the Swiss Confederation. As a complementary phase, the Presence will be implementing a follow-up extra-budgetary project โ€œe-Legislation Support for Albania [PACEP II. In this regard a vacancy has arisen for a National Legal Officer, NP1 to coordinate and manage the project on daily basis.

Tasks and Responsibilities:

Under the supervision of the Project Manager, the incumbent is expected to perform the following duties:

Provides legal advice to the Project team by analysing and commenting, supporting risk management, advising appropriate responses to the emerging risk and providing legal opinions to the Assembly of Albania on issues like legislative procedures, legislation scrutiny and assessments. Provides legal advice on contracts and solutions to the Project on legal matters required by the Project Manager and Head of Democratization Department when drafting contracts and memoranda. Implements the โ€œe-Legislation Support for Albania (PACEP II) ExB project through all steps of the project cycle, in accordance with the OSCE performance-based programming and budgeting and project management standards including day-to-day project (cycle) management, e.g. planning, implementation, monitoring and control with regards to budget, human resources and administration, drafting internal and external reports, monitoring and controlling operational plan prepared by Project Assistant and coordinating the implementation process of all project activities. Assists in the selection process and oversight of consultants and vendors and under minimum supervision by PM manages activities, which can include working groups, seminars, trainings, study tours, publications and others for the project beneficiaries. Coordinates activities with stakeholders and beneficiaries for the day-to-day project implementation and coordination in accordance with the OSCE standards, assisting Project Manager with developing operational plans for activities and in day-to-day supervision and conducting project activities progress, including final narrative and finial reporting as per project reporting requirements. Undertakes research and provides input on legal documents and database management of current state of digitalization in the field of public administration digitalization and ICT innovations in parliamentary functions including on advise to PM for the process of digitalization of Archive and e-Legislation including related priorities identified by the Assembly in its Strategic Plan. Contributes to the initiation of new project ideas by offering well-grounded advice and providing input into the suggestions of others. Provides full support for the implementation of all project activities and ensure competent performance of the functions.


Necessary Qualifications:

First level university degree in law and/or related field Minimum two years of legal professional-level experience, preferably in domestic and/or international institutions; Solid experience in Project management Previous experience working with international organizations is desirable; Excellent legal drafting and analytical skills Experience in drafting or working with strategic planning documents; Experience in organizing workshops, roundtables involving high-level stakeholders; Experience with gender, elections, human rights, media related issues; Excellent written and spoken English and Albanian Knowledge of other EU languages is desirable Ability to represent the Organization well at meetings and other outside events.


Remuneration Package:

The remuneration will be in line with the OSCE salary scale, subject to National Social Security deductions. OSCE salaries are exempted form the taxation.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
