Background:

The OSCE Presence in Albania (hereinafter โ€œthe Presenceโ€) is implementing the extra-budgetary project โ€œEnhancing environmental governance and security in Albaniaโ€. The project aims at (i) strengthening institutional and operational framework at the central and local level: (ii) enhancing technical capacities, skills and resources of law enforcement authorities, and (iii) increasing wider society commitment toward environmental governance and security.

In the initial phase of the project, the Presence has carried out a comprehensive baseline assessment for inspection, investigation and punishment of environmental violations. The baseline study point out legal gaps, inter-institutional organisation, capacity needs and lack of a wide society awareness towards place.

The project will support the conduct of an electronic national public survey to measure the wide public awareness and knowledge on environmental governance, enforcement and compliance issues. Particularly, the survey will be developed as such to understand also the implication and inter-relation of gender and environmental violations, as well as the role that corruption plays in environmental violations. A comprehensive methodology will be developed with an adequate representative sample range of individuals, gender, geography, age and professions. The results and recommendations gained from the survey will serve as the basis and measures for the development of a tailored awareness-raising campaign, addressing the identified public knowledge gaps in the aforementioned areas.

To this end, the Presence seek to engage one national expert experienced and qualified to design the survey methodology, compile self-completion and electronic-friendly questionnaires, carrying out the survey and elaborating the results.

Objective of Assignment:
The Presence seeks to engage one national expert to design and deliver an electronic national public survey intended to assess the wider public knowledge and awareness on environmental governance, enforcement and compliance issues.

Duration of Assignment:
The consultancy is envisaged for the period August - December 2023.

Tasks and Responsibilities:

Under the supervision of and in direct consultations with the OSCE Project Manager, the expert will be required to implement the following tasks:

Task 1: Develop a comprehensive survey methodology and compile an e-questionnaire.
The expert shall develop a comprehensive and feasible methodology for an electronic nation-wide survey. The methodology will include the survey objectives, collection methods ( questionnaires, etc.), sample size, target groups, geographical coverage, timeline, and analyzing methods. The targeted groups will be the general public, central and local institutions, CSOs, youth, journalists, etc. In alignment with the methodology and expected outcomes, the expert shall compile an electronic questionnaire that will be applied as a self-completion survey without the assistance of an interviewer, focusing on environmental governance and security issues. Prior to disseminating the survey, the e-questionnaire will be tested out in order to validate the question formulation and the structure of the survey. The expert will propose the data collection software which shall be easy-to-be-used for the targeted groups that will participate in the survey. This task shall be completed within 2 weeks after contract signature.

Task 2: Implementation of the survey to the defined targeted groups
The expert will proceed to carry out the survey as outlined in the inception report. The expert will reach out to the targeted groups as will be defined in the survey methodology. The expert will build an email list with contact details of the targeted groupsโ€™ representatives, in c-operation with the Project team to whom the survey will be disseminated. Electronic means will be utilized for disseminating the questionnaires. This task shall be completed by one month after the approval of the inception report.

Task 3: Elaborate on the collected data, and deliver a summary report on the findings and survey results. The expert will elaborate on the collected data and will prepare a summary report with the interpretation of the survey results and conclusions. The elaborated data shall be disaggregated based on the targeted groups. Crosstabs elaboration might be applied (combining gender, age, targeted groups, etc.) based on results and upon the request of the OSCE Project Manager. The report shall be concluded with a list of recommendations and include measures for each target group to address the gap of knowledge and awareness. The database of the collected data, saved as an Excel document, shall be submitted to the OSCE as an annex of the summary report. This task shall be completed by 15 November 2023.

Task 4: Deliver a presentation on the survey results in the consultation workshop with involved stakeholders. The expert will prepare a presentation with charts and survey results, which will be presented through a workshop that will be organized by the Presence. The workshop will take place during the period of November- December 2023.

- Recommendations and measures to address the knowledge and awareness gap identified through the survey;
- The database with the collected data saved in an Excel document. Three weeks after survey completion

Necessary Qualifications:

โ€ข Advanced degree in social science, natural sciences, or other disciplines with a particular focus on public awareness and engagement (mandatory);
โ€ข At least 3 years of previous proven experience in conducting public surveys for environmental issues, and/or delivering environmental awareness-raising and educational campaigns (mandatory);
โ€ข Proven experience with data analysis, filed research, data visualization, high quality written deliverables and presentation skills.
โ€ข Excellent communication, drafting and presentation skills in Albanian and English;
โ€ข Must be national from Albania.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
