I. MSF INTERNATIONAL
Mรฉdecins Sans Frontiรจres (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds MSFโs 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The MSF We Want To Be (MSF WWTB) launched early 2021 is among the most representative and thorough consultative process ever in MSF. It is a movement-wide consultation and reflection on the core components driving the organizationโs ethos, actions, and functioning, which endeavours to examine seven themes: our mandate, our patient care, our approach to risks, our workforce, our decision making, our coherence across missions, and our identity and principles. The conversations are sponsored by the six Operational Centres (OCs) and the International Board (IB) and they are organised following an adapted citizens assembly methodology. In parallel, other channels are set up (digital engagement and opinion papers) and existing consultative process (FADs) are leveraged to gather additional inputs.
Organized around the above seven themes, the consultation involving multiple categories of MSF stakeholders will culminate in 2024 with a series prioritized commitments that will be submitted for endorsement at the IGA. Each commitment will be embedded in OCs strategic plan and relevant internal projects, laying the ground for visible and measurable progress.
The MSF WWTB is co-owned by the International Board (IB) and the Core ExCom and forms a part of an Agenda for Transformation (AfT), the primary goal of which is to ensure that MSF can provide the best delivery of the social mission into the future. It intentionally builds on the several โtransformational initiatives โ steered by different sponsors (International Board, Executive Committee, International Office), and aims to leverage existing efforts and promote further advances in MSFโs response to humanitarian needs.
The MSF WWTB Project Coordinator (PC) is responsible for enabling the final delivery of the MSF WWTB by assuring the efficient planning, management and execution of the 7th conversation and the final wrap up of the project, consistent with the first 6 conversations outcomes.
III. PLACE IN THE ORGANISATION
The MSF WWTB PC reports to the International Secretary General, the OCG / MSF Switzerland President and the Vice International President who are chairing the project on behalf of the IB and Core ExCom. The MSF WWTB PC supervises and coordinates with the MSF WWTB Communication and Engagement Officer, the MSF WWTB Consultant, the IO Transformational Portfolio lead, and ad hoc facilitators (according to the projectโs needs).The MSF WWTB PC coordinate an inter-OC platform of focal points and engage on a regular basis with intersectional executive and associative platforms (MSF WWTB Steering Committee, OCs and Section Boards, Core ExCom, Full ExCom, RIOD, IDHR, Associative Coordinators Network, etc.).
IV. OBJECTIVES OF THE POSITION
The MSF WWTB PC has overall responsibility of designing and coordinating all needed aspects of the MSF WWTB 7th conversation and final closure, ensuring a continuous movement-wide, diverse and representative participatory process and a thorough a multi-stakeholdersโ governance engagement with the relevant intersectional executive and associative platforms. The MSF WWTB PC is responsible for architecting the approach and plan the execution of the MSF WWTB 7th conversation and final wrap up, monitoring and managing risks, implementing, and tracking execution. The MSF WWTB PC is accountable to the initiating sponsor (the IB and the Core ExCom thought the Chairs of the project and its SC) for the execution and final delivery of the MSF WWTB.
V. MAIN RESPONSIBILITIES
The MSF WWTB Project Coordinator will:
Identify, through a consultative process composed by engagement with the IB/Core ExCom, and movement-wide stakeholdersโ the topics prioritized for the conversation seven of the MSF WWTB. Contribute to the design of a specific methodology for the 7th conversation and for the conclusive steps leading to the IGA 2024. Leading the elaboration and implementation of the communication and engagement strategy for the 7th conversation process and for the socialisation of its outcomes so to secure political buy in and collective ownership across the movement. Collaborate with the MSF WWTB Consultant to produce the final outcomes as well as the compiled product of the whole MSFWWTB process, through the revision and analysis of all the gathered inputs (conversationsโ outputs, digital engagement inputs, opinion papers, FADs).Design with the MSF WWTB Consultant and the Transformational Portfolio lead, the monitoring framework for the final outcomes to present to the IGA 2024.Collaborate with the Transformational Portfolio lead and the MSFWWTB consultant, on the gap analysis and the mapping of existing strategic initiatives and projects relevant to the MSFWWTB outcomes.Ensure that the initiating sponsors is apprised on the status of the project in a timely and accurate fashion.Ensure the timely surfacing of implementation risks, facilitate the development of effective risk mitigation strategies, and oversee the implementation of those strategies once approved.Coordinate the project planning, staffing, and budgeting.
