Location: Mocimboa, MozambiqueSOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission has opened in a complex security and administrative environment, where access is a major issue.
Solidarités International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas.
Since 2021, SI carried out WASH emergency activities thanks to the Start fund, UNICEF and SDC fundings to respond to the humanitarian needs of in and out of camp IDPs, as well as host communities. SI also developed a strong shelter/NFI component with UNHCR funds in the country, mainly in IDPs sites, and has expanded its support to the affected population with general food distribution in Nangade in the past months (WFP funds). This expertise led SI to implement emergency NFI distributions as well as more sustainable shelter responses to respond to the needs of the populations living in the relocation camps.
In 2022, mission expanded into integrated, multi-sectorial programming including: NFI, CCCM, Shelter, Food, WASH, RRM and Livelihoods. This scale up in terms of sectors is also reflected in term of geography, with new areas of interventions such as Palma, Muindumbe, Nangade, and all other new accessible areas in the province.
About the job
General objective:
The Food Security and Livelihoods (FSL) Program manager is responsible for implementing and achieving the objectives defined in the operation proposals. He/she is responsible for overseeing the operational team and guarantees the good performance and the quality of the program(s) implemented, and, if applicable, suggests adjustments or developments to ensure its relevance.

Priorities for the 2/3 first months:
Training of the 2 newly recruited Activity Managers Implementation of Fisheries activities. The budget of CDCS is ending in September - potential NCE but nothing validated for now. Handle the transition from Palma to Mocimboa (structure the department while following up the ongoing activities)
Responsibilities and main activities:
The FSL PM will directly manage a team of 12 national staff. The national team will need regular coaching to build their capacities and understanding their specific roles.
The FSL PM will follow up the FSL activities and ensure the respect of the budget follow up.
Your profile
Education / academic background:
Master degree in Agriculture Engineering or equivalent
Specific skills and experience:
At least one year of experience as FSL Project manager in humanitarian environments or similar position Knowledge on FSL projects implementation Knowledge on fishery projects implementation Experience in project management - knowledge of SI process is preferrable. Experience in Team Management and capacity building A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines
Language:
Portuguese (or fluent Spanish) is a very strong asset. English mandatory.SI will offer you
A salaried position:
According to experience, starting from EUR 1980 gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
Starting from August 1st, 2023 onwards, the basic gross salary will be increased to 2100€/month as part of a review of the salary grid.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
This position is field-based.
Mocimboa is along the coast, seafood is fresh and very abundant on the market. Vegetable and fruits are also available locally, depending on the season, and frequent visits from Pemba enable purchase of other imported goods and ingredients when necessary. Palma is one hour away. It is possible to go there during week ends (2 restaurants with swimming pools). A curfew is in place in Mocimboa.
The guesthouse is being renovated to improve the living conditions. The network is somewhat unstable, but satellite installation is planned in the coming months.
During the rainy season (January-march), the weather is quite hot, but it cools down during the rest of the year. Raincoat, waterproof and some warm clothes will be necessary when it rains, and light clothes covering legs and arms the rest of the time. Mosquitoes are present and risk of malaria is high.
