Job Summary:
The MEL Manager will initially report to the Chief of Party and then transition to supervision of the MEL Unit Lead once that position is filled. The MEL Manager will be responsible for:
- Oversight and task management of a team of MEL Specialists and Associates in the Tunis office (hereafter โMEL Unitโ), while also coordinating and providing direction to Regional MEL Officers.
- Process monitoring to ensure MEL Unit produces expected deliverables on-time and of high quality.
- Refining existing and implementing new systems to ensure the accuracy and integrity of all Ma3an data in close collaboration with MEL Unit and home office.
- Ensuring effective coordination with the program, communications, knowledge management and operations teams.
- Providing routine updates and responding to SMT and USAID needs, as requested, working closely with home office to delegate and complete tasks on-time.
- Promoting dissemination and use of lessons learned.
- Building awareness of and providing training to staff and primary stakeholders on the MEL plan, data-related needs, and systematic use of tools, as needed.
- Performing other duties, as assigned.
Essential Job Functions: Duties and Responsibilities
Monitoring and Evaluation
- Direct supervision of MEL Specialist/s and Associates within MEL Unit to ensure clarity of roles and responsibilities tied to MEL plan, as well as other SMT and/or USAID needs.
- Coordination with Regional Managers to ensure Regional MEL Officers are following established protocols and completing required MEL tasks on-time and with attention to quality.
- Routine and ongoing coordination with other Ma3an teams (Program, Operations, KM and Communications) to ensure MEL needs are incorporated into plans, access to key documents is secured, opportunities to maximize learning are not missed, etc.
- Ensure appropriate data collection tools and systems are in place and are being used correctly by staff and partners to collect required and accurate data for performance monitoring and evaluation.
- Ensure expectations around data quality, including application of data validation and verification protocols, are clearly understood by all parties involved.
- Lead performance and data reporting processes, including Quarterly Reports, Annual Reports, and annual MEL plan revisions.
Learning:
- Work with all members of Ma3an MEL Unit, especially Data Analysis sub-team, to utilize forthcoming PowerBI dashboard, as well as other mechanisms/tools, to flag issues of concern and/or highlight positive findings then share with broader Ma3an team for reflection and potential action.
- Through coordination leadership role, identify synergies with other Ma3an teams to maximize opportunities for learning and improvement.
- Plan, convene, and document After Action Reviews after major project activities and follow up with project staff and partners to ensure that lessons and recommendations are disseminated and incorporated into future activities.
Other Responsibilities
- Perform any other reasonable duties as assigned by the COP or his designee.

Minimum Requirements
Technical & soft skills
- Bachelorโs degree in social sciences, statistics, evaluation science, international relations, or other related field (advanced degree preferred).
- A minimum of 5 years professional experience, with at least 3 years' experience conducting monitoring and evaluation and learning for complex development activities
- Experience training and supervising staff.
- Experience with both quantitative and qualitative data collection, developing data collection instruments, verifying data quality, and conducting data analysis, including using relevant software.
- Demonstrated ability to work effectively with multi-cultural teams, communities, civil society, local government representatives and other stakeholders.
- Demonstrated ability to communicate effectively in Arabic, French, and English.
- Familiarity with USAIDโs approach to MEL.
- Strong analytical, communication, organizational, writing, and interpersonal skills.
- Strong understanding of Tunisiaโs political, social, economic, and cultural contexts at both the national and regional levels.
