We are currently seeking qualified Monitoring, Evaluation, and Learning (MEL) Director candidates to be proposed on an anticipated USAID/Kyrgyz Republic New Civil Society Activity that would work to strengthen civil society and support civic participation in the Kyrgyz Republic. Availability of position is contingent upon award to FHI 360 and selection of final applicant is subject to USAID approval.
Job Summary:
The Monitoring, Evaluation and Learning Director (MEL Director) will be a part of the senior management team, working closely with the DCOP and COP to instill a team culture committed to quality data collection, learning and adaptation. The MEL Director will lead development of the full project AMELP and ensure effective implementation in-country. The MEL Director will oversee a team of MEL Officers directly in Bishkek and work closely with project Field Supervisors to provide technical guidance. S/he will support the COP and DCOP with project representation and will oversee all project collaborating, learning, and adapting (CLA), and formal reporting processes. The MEL Director must demonstrate an understanding of system-level change monitoring, rapid feedback data collection and adaptive management. The MEL Director will be based in Bishkek, with significant travel to target geographies across Kyrgyz Republic to develop relationships with key local stakeholders, provide support to activities, build MEL capacity and gather data about pilot activity successes and necessary adjustments. Essential Job Functions: Duties and Responsibilities:
- Lead implementation of Monitoring and Evaluation Plan, including any adaptation needed over Life of Project.
- Support or Lead design of MEL tools (i.e., pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments) and establish processes that promote effective data utilization.
- Adjust data collection, analysis and dissemination methods, as needed, over Life of Project.
- Lead tracking of performance and sentinel indicators, flagging trends which could affect implementation and warrant wider discussion with management team and/or partners.
- Develop high quality quantitative and qualitative methods and participatory methodologies to monitor data quality and work to design appropriate feedback mechanisms to assess whether issue and project-level approaches are effective.
- Lead CLA throughout the entire project: design learning plan, ensure that findings from all monitoring, assessment and survey activities inform design adaptation, and that feedback loops are closed by sharing with local actors and citizens so that data are utilized for decision-making.
- Train all project staff on MEL system and standard operating procedures to foster culture of CLA and promote transparency and accountability internally.
- Manage any local teams hired to implement data collection activities.
- Liaise with the USAID Mission on design of tools and modifications to MEL system.
- Provide high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of qualitative findings, etc.
- Contribute to written performance reports for funder and other program deliverables.
- Collaborate closely with counterparts from FHI 360โs HQ offices in all aspects above.
Qualifications and Requirements:
- Bachelorโs degree or its international equivalent in social science, management, international development, monitoring and evaluation, or a related field, Masterโs degree or its international equivalent preferred.
- Minimum of five (7) years of related work experience, three (3) years in Kyrgyz Republic/Central Asia preferred.
- Experience managing and executing monitoring and evaluation activities for donor-funded programs, including experience monitoring and evaluating policy reform and/or capacity development activities.
- Demonstrated abilities in qualitative and quantitative M&E methodologies appropriate to complex, system-level change processes.
- Familiarity with knowledge management and organizational learning.
- Demonstrated ability to use data to inform programmatic adjustments.
- Experience coordinating with governments, ministries and/or local NGOs, as well as local communities, for design and implementation of surveys and other data collection techniques, including those that address capacity weaknesses, preferred.
- Proven interpersonal and communication skills and ability to lead multidisciplinary teams.
- Fluent Kyrgyz and/or Russian and strong English language communication skills (written and verbal) are required.
- Familiarity with GESI principles, social network analysis and political economy analysis, desired.
