We are currently seeking qualified Monitoring, Evaluation, and Learning (MEL) Director candidates to be proposed on an anticipated USAID/Kyrgyz Republic New Civil Society Activity that would work to strengthen civil society and support civic participation in the Kyrgyz Republic. Availability of position is contingent upon award to FHI 360 and selection of final applicant is subject to USAID approval.

Job Summary:

The Monitoring, Evaluation and Learning Director (MEL Director) will be a part of the senior management team, working closely with the DCOP and COP to instill a team culture committed to quality data collection, learning and adaptation. The MEL Director will lead development of the full project AMELP and ensure effective implementation in-country. The MEL Director will oversee a team of MEL Officers directly in Bishkek and work closely with project Field Supervisors to provide technical guidance. S/he will support the COP and DCOP with project representation and will oversee all project collaborating, learning, and adapting (CLA), and formal reporting processes. The MEL Director must demonstrate an understanding of system-level change monitoring, rapid feedback data collection and adaptive management. The MEL Director will be based in Bishkek, with significant travel to target geographies across Kyrgyz Republic to develop relationships with key local stakeholders, provide support to activities, build MEL capacity and gather data about pilot activity successes and necessary adjustments.
