The Danish Refugee Council (DRC), one of the worldโ€™s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Coxโ€™s Bazar, and a country office in Dhaka.

POSITION PROFILE

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for DRC Country office in Bangladesh will support the technical and operational planning and implementation of all MEAL activities required to improve and maintain programmesโ€™ quality, following proposal approval. The MEAL Officer will ensure high programme quality over the course of project implementation as a part of Programme Quality Team.

This includes, among other responsibilities: a) Develop and review MEAL plans, reports and IPTTs, b) Manage data collection tools and methodologies for sampling and monitoring of the Field level data collection, c) Deliver quality MEAL inputs for proposal, learning and build the capacity of both MEAL and project officers, d) Conduct data quality checks and data validation of IPTTs and process and outcome monitoring datasets e) Review reports and data analysis prepared.

The MEAL Officer will be responsible for process and outcome monitoring and will provide support to project teams for developing and coordinating output monitoring and database design and management. As assigned by MEAL Teal Leader, the MEAL Officer will also be co-responsible for revising and maintaining the IPTTs to ensure proper sex, age, and specific needs segregated are documented and ensuring information support for the management.

DUTIES & RESPONSIBILITIES

Implementation of overall MEAL plans and inputs

Development and revision of project-specific MEAL plans and ensure IPTTs are in place including data collection, measurement, and scope of work. Ensure the development of appropriate monitoring, tracking, and reporting systems, tools and templates that enhance monitoring of programme outputs and quality of grant projects. Ensure high quality inputs for all grant project design, monitoring and evaluation programmes. Manage the process of developing and standardizing monitoring activities across all DRC programmes including implementation of regular and standard monitoring activities such as cash payment monitoring, etc.

Data collection tools development and use

Prepare ToR, data collection tools, analysis framework and supervising field activities. Review and provide feedback on data-collection tools for quantitative and qualitative surveys, e.g., baseline/end line surveys, Minimum Standard Checklists, FGD/KII guides, etc. Prepare sampling methodology and provide feedback as needed to ensure proper data collection.

Data management, analysis, and reporting

Conduct data-check validation for the IPTTs as per the IPTT guidelines developed in DRC Bangladesh Collaborate with the Information Management Officer to ensure appropriate data management for all programmes in the country, including coding, storage, cleaning, and data analysis.

Accountability

Support the PDQ Manager to assess the gaps and work to support country- and project-level practices to ensure DRC is compliant with the Core Humanitarian Standards

Technical management and capacity-building

Supervise the plans and work progress of MEAL officers related to data collection exercises and report writing. Provide mentoring and technical support to MEAL staff in data collection, analysis, and reporting. This would include mentoring and supporting capacity development for the development of the MEAL plans and IPTTs and providing feedback.

Others

Represent DRC MEAL and IM unit in coordination meetings, Working Groups, or any external meetings as needed. Assist in other tasks as required by the PDQ manager, including extensive support to other programmes whenever deemed necessary. Coordinate with external and internal partners for supporting joint visits, monitoring and capture learning.

Safety

Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.

Minimum 3 years of MEAL experience within the humanitarian field. Demonstrated knowledge of design and analysis of qualitative and quantitative research methods required. Good level of proficiency in Word, PPT, Windows Excel required; SPSS, STATA and NVivo or other software an asset. Experience in working in complex and volatile contexts. Strong inter-personal, communication and leadership skills. Demonstrated commitment to meet deadlines and high degree of autonomy in his / her work required.

EDUCATIONAL QUALIFICATIONS

Bachelorโ€™s/Masterโ€™s Degree in Social Sciences, Statistics, Economics, Public Administration, Development studies, or relevant work experience. Masters, Diplomas from abroad or Certification in M&E, IMS, PMP, PMD PRO, PRINCE2 or related fields an added value.

LANGUAGES

Fluency in English, both written and verbal Ability to speak Rohingya or Chittagonian is an asset
