FAO Representation in Sierra Leone implements an integrated food security programme, focusing on diversification of livelihoods, managing natural resources and building resilience. The office employs diverse team of experts locally, but also attracts the available technical experts from the region and the Head Quarters (HQ). FAO works in close partnership with the Government of Sierra Leone, farmers and other stakeholders, supporting plans and policies that affect the food and nutrition security in the country; our work is a part of the corporate commitment to support countries to achieve the Sustainable Development Goals (SDGs) by 2030, especially SDG 2 on Zero Hunger.

Under the overall supervision, the functional and administrative supervision of the FAO Representative in Sierra Leone, the direct supervision of the ECTAD Sierra Leone Team Leader.
Technical Focus
Within the framework of the FAO Emergency Centre for Transboundary Animal Disease (ECTAD), under the overall supervision, the functional and administrative supervision of the FAO Representative in Sierra Leone, the technical backstopping of the regional and global project focal points, Monitoring Evaluation, Learning (MEL) the direct supervision of the ECTAD Sierra Leone Country Team Leader, and in collaboration with the ECTAD Sierra Leone team the incumbent cover monitoring and evaluation of ECTAD program, preparing a M&E framework, selecting indicators in close collaboration with the technical team, alerting the program management whenever delays in achieving results are observed and assisting in the preparation of progress and final reports as well as contributing to the formulation of project proposals by ensuring that M&E component is well covered, the M&E Specialist will undertake the following duties and responsibilities:
Tasks and responsibilities
โข ย ย Develop a work plan for systematic monitoring and effective tracking of activities implemented under the different programmes, projects of the ECTAD unit.
โข ย ย Collect and ensure the quality of information required are collated for reporting on project and programme-level indicatorsย
โข ย ย Liaise with and backstop technical officers concerning M&E information provision and validation.
โข ย ย Collect and analyse data for responding to FAO ECTAD Sierra Leone projectsโ M&E and activity plans.
โข ย ย Undertake case studies to monitor and generate data on the implementation and impact of ECTADโs projects.
โข ย ย Retrieve the required supporting documentation (means of verification) for M&E information reported for ECTADโs different projects.
โข ย ย Generate qualitative and quantitative reports for ECTADโs projectsย
โข ย ย Build the capacities of FAOโs national counterparts on M&E activities
โข ย ย Upkeep archiving systems up to date and in line with prescribed standards ECTAD.
โข ย ย Conduct M&E training for FAO staff as well as for counterpart Ministry colleagues.
โข ย ย Develop M&E frameworks and monitoring plans for ECTADโs at national level.
โข ย ย Responsible for developing progress and final reports of all ECTAD projectsย
โข ย ย Contribute to the development of project concept notes (CNs), proposals and workplans.
โข ย ย Responsible for reporting FAOโs annual achievements on FPMIS and other relevant platforms.
โข ย ย Responsible for collecting data on project implementation in light of FAO FPMIS, and PIRES.
โข ย ย Responsible for supporting the M&E system of all new projects
โข ย ย Support the formulation of new programmes, initiatives and projects.
โข ย ย Contributes to all visibility activities and material.
โข ย ย Prepare Projects/Programmes for resource mobilization
โข ย ย Perform other related duties as requested by FAO representative and ECTAD Team Leader

Minimum Requirements
โข ย ย University degree in Monitoring & Evaluation, Agricultural, Economics, Statistics, Project Management or related fields from an institution recognized by the International Association of Universities.
โข ย ย A minimum of three years of relevant experience in Monitoring & Evaluation, Statistics and Project Managementย
โข ย ย Working knowledge of Englishย
