Organizational Setting

The project โ€œLand, Water and Peace: Institutional Support, Community Empowerment and Peacebuilding through Natural Resource Management in Cabo Delgado Provinceโ€ aims to strengthen peaceful, inclusive governance of land and water resources as a foundation for durable solutions and social cohesion in displacement-affected communities. Implemented jointly by FAO, UN-Habitat, and WFP, the project operates across integration, resettlement, and return contexts, supporting community-driven action planning, pilot interventions, and institutional reform.

The project aligns with the Government of Mozambiqueโ€™s Reconstruction Plan for Cabo Delgado (PRCD), the National Policy on Internal Displacement, and sectoral frameworks on land, environment, and social reintegration. FAO is responsible for technical leadership and operational delivery in agricultural livelihoods, land governance, and local capacity strengthening.

Reporting Lines

The National Project Coordinator will work under the direct supervision of the Head of Field Office in Cabo Delgado, with overall supervision by the Emergency and Resilience Coordinator in FAO Mozambique and technical guidance of the Lead Technical Officer in FAO Regional Office for Africa (FAO RAF). The coordinator will work closely with national and local authorities, project partners, and implementing CSOs, ensuring alignment with government priorities and smooth execution of project activities.

Technical Focus

The National Project Coordinator will oversee day-to-day management, coordination, and monitoring of FAO's components in the project. This includes planning, operational delivery, partner coordination, and reporting. The coordinator will ensure the project is implemented in a participatory, gender-sensitive, conflict-informed, and results-oriented manner.

Tasks and responsibilities

Coordination of the Project Implementation
โ€ข ย ย ย ย Lead operational coordination and execution of project activities in Cabo Delgado, ensuring alignment with annual work plans and project objectives.
โ€ข ย ย ย ย Facilitate the implementation of community-based diagnostics, participatory planning, and pilot interventions on land and water governance, agriculture, and peacebuilding.
โ€ข ย ย ย ย Support the identification and coordination of local implementing partners, including CSOs and service providers, ensuring effective collaboration and monitoring of activities.
Government Liaison and Institutional Engagement
โ€ข ย ย ย ย Serve as the focal point for coordination with provincial and district government institutions (e.g., SDAE, SDPI, SPAS), ensuring project ownership and integration into local planning.
โ€ข ย ย ย ย Support institutional dialogue and policy processes related to land tenure security, water management, and durable nature-based solutions.
โ€ข ย ย ย ย Promote capacity building for government counterparts and community-based governance structures.
Monitoring, Reporting, and Knowledge Management
โ€ข ย ย ย ย Support data collection, field monitoring, and documentation of good practices and lessons learned.
โ€ข ย ย ย ย Contribute to the preparation of technical and financial reports for FAO and project stakeholders, including donors.

Partnership and Communication
โ€ข ย ย ย ย Foster synergies with UN-Habitat, WFP, and other implementing actors to ensure coherence across project components.
โ€ข ย ย ย ย Organize and facilitate stakeholder engagement, dialogue forums, and training sessions.
โ€ข ย ย ย ย Contribute to visibility and communication efforts in coordination with FAOโ€™s communications team.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements ย  ย 

โ€ข ย ย ย ย Advanced university degree (masterโ€™s or equivalent) in Agriculture, irrigation, Rural Development, Natural Resource Management, Social Sciences, or related fields.
โ€ข ย ย ย ย At least 5 years of relevant experience in project coordination and implementation in humanitarian, development, or peacebuilding contexts.
โ€ข ย ย ย ย Working knowledge of English, and Portugueseย
