Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The ILO is part of the EUโUN Programme โEmpowered Women, Prosperous Nepalโ (EWPN), being implemented jointly with UNICEF, UNFPA, and UN Women.
The Joint Programme represents a strategic contribution to the achievement of gender equality as an integral element to the realization of the national vision of a prosperous and developed Nepal. The Programme seeks to address key drivers of gender inequality in Nepal through an integrated gender transformative approach - addressing formal and informal barriers women and girls confront with to enjoy their human rights โ with a focus on (1) ensuring women and girls in all their diversity, are safe, valued and have increased voice to challenge and transform harmful social norm, (2) women, men, girls and boys, in all their diversity, increasingly enjoy their equal economic, labour and social rights and (3) institutions deliver gender equality outcomes in all spheres, in line with international and national normative frameworks. The programme has been running in three provinces: Madhesh, Karnali, and Sudurpashchim.
The National Project Coordinator-NPC will support the implementation of the ILO components of the EWPN programme and its elements of women economic empowerment particularly. A special focus will be paid to activities of women entrepreneurship creation and development, through delivery of tailored business development services and building of sustainable institutional and policy environments to allow for the provision of such services.
The incumbent will provide comprehensive and professional services for the efficient, effective, and client-oriented delivery and administration of programming activities on economic empowerment and linked to it. These services cover development, implementation, monitoring, reporting and evaluation of interventions/ programme in of the area of women entrepreneurship, livelihood support, business development services, market systems development, decent work, and employment. The Economic Empowerment Coordinator will also supervise the programme implementation at local and provincial levels as required.
The work will be governed by established rules, regulations, policies, procedures, and guidelines. The incumbent will apply and play a key role in promoting the principles of results-based management (RBM).
The NPC will provide technical support to the implementing partners, coordinate, and collaborate with other actors. H/she will monitor, track and compile data on beneficiaries, including those targeted by implementing partners, will develop and update project progress records. The incumbent will promote ILO policies in the project related technical areas.
The incumbent will be based in CO-Kathmandu and will work in close collaboration with other members of the programme team and ILO staff members in the Country Office. He/she will travel to the target provinces and municipalities for implementation of activities and close monitoring.
Reporting lines
Under the overall responsibility of the ILO Country Director for Nepal, the National Project Coordinator will directly report to the Technical Expert on Inclusive Growth and work closely with the Programme Head, Sr. Programme Officers, Sr. Operations Officer and project team of CO-Kathmandu. S/he will also receive additional technical support from relevant specialists from the Decent Work Team (DWT) Delhi, and relevant HQ branches and departments, and ILO-ROAP as required.
Description of Duties
Design and assess interventions aimed at empowering vulnerable people, particularly women, economically, which may include but not be limited to women-led enterprise creation and development, livelihoods support, gender responsive business development services, economic empowerment ecosystem strengthening. Implement and oversee such interventions. Provide substantial programming services on topics linked to economic empowerment, ensuring alignment with regional and global strategic priorities. Ensure timely implementation, monitoring and evaluation of relevant components through coordination functions, in line with the ILO policy, rules, and regulations and according to the final project document and work plan. Provide timely, accurate and pertinent information on programme and budget matters linked to women economic empowerment component for operational decision-making purposes through the strategic use of the results-based management. Use baselines, milestones, and indicators to measure, analyse and report on performance. Monitor and verify accuracy of programming data, budget and delivery rates. Provide substantive inputs for developing country operations plans for overall compliance with regional and global strategic priorities as well as with programming instructions. Conduct and coordinate research and analysis and draft components of reports and presentations for situation analyses on economic empowerment and related topics. Oversee the work of and provide guidance to staff in concerned programming areas. Supervise staff as applicable. Conduct training in relevant programming areas and provide briefings and induction to new staff. Participate in negotiations with key stakeholders to discuss definition, scope, and funding requirements for potential projects/ implementation agreements. Prepare and/or review drafts of Memoranda of Understanding (MoUs) in cooperation with implementing partners and technical specialists, ensuring consistency with requirements and timelines for project implementation. Participate in the assessment of country development plans and priorities in relevant areas. Contribute to the design and setting of objectives for potential programmes linked to the economic empowerment, and Decent Work Country Programme (DWCP). Stay abreast of the political and socio-economic situation and propose actions in response to new and emerging operational challenges. Conduct and participate in field visits and various missions from ILO Kathmandu, ILO Geneva and donor agencies and ensure smooth organization and programme arrangements for mission members. Identify issues in achievement of planned results and targets on women economic empowerment and propose corrective actions to expedite progress. Work in cooperation with external partners, technical specialists, and other ILO team members on proposals for programme development, draft portions of programme and budget proposals, project proposals, programme background, project reviews and evaluation. Prepare, request, and follow up on the timely submission of progress reports, monitoring reports, and other reports as required by ILO, and raise areas of concern with relevant parties.optional section (if needed)
11. Liaise and follow-up with the relevant staff in line ministries, partners and executing agencies, government offices, employer and worker organizations and any other organization at the federal, provincial, and local levels to expedite implementation and meet programme targets and deadlines.
12. Liaise closely with team members and management to ensure effective and smooth service design and delivery, recommending improvements on interrelated processes.
13. Establish, compile, and maintain relevant databases on direct beneficiaries as per the indicators in close collaboration with the implementing partners, service providers, Monitoring and Evaluation Officer and field colleagues, and regularly update and disseminate among the implementing agencies and programme team staff.
14. Initiate, manage, and coordinate the preparation and implementation of conferences, seminars, workshops, training sessions, and consultative meetings in relevant areas and as per the workplan.
15. Work closely with the programme team and Communication Officers to ensure communication and visibility of programme activities and results regularly and effectively.
16. Perform other relevant duties as assigned.
Required qualifications
Education
First level university degree in economics, social sciences, business management, marketing with demonstrated expertise in the relevant technical field and strong knowledge on development issues particular to Nepal.
Experience
At least three years of relevant professional experience at the national, provincial and local levels with thematic emphasis on entrepreneurship development, value chain interventions, private sector development, business services, livelihoods development, labour rights, or gender equality. Previous work on women economic empowerment will be a strong asset.
Technical requirements: Good knowledge of labour economics as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.
Languages
Excellent command of English and Nepali languages, both written and spoken. Knowledge of a local language will be an advantage.
Competencies
In depth knowledge of the Nepali public sector, institutional, legal and policy reforms. Familiarity with the debate on women entrepreneurship development, women empowerment, labour rights, international labour standards and ability to identify challenges and elaborate proposals for effective changes. Ability to interact with Government, civil society, academia, and media on above topics. Political awareness and understanding of socio-economic factors. Understanding of the role and operations of UN system and/or development sector. Familiarity with UN/ international development organizations policies and procedures including experience working with government at all three levels will be an advantage. Ability to perform a variety of conceptual analyses required for the formulation, administration, and evaluation of projects. Good knowledge of resource mobilization. Knowledge of the programming cycle (planning, monitoring, reporting and evaluation) and related techniques and practices. Good organizational skills. Ability to communicate effectively both orally and in writing, convey messages and facilitate events. Ability to work on own initiative as well as a member of a team with tact and diplomacy. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. Good knowledge of PC software (including word processor, spreadsheet, and presentation software) such as Microsoft Office.
