Organizational Setting

The FAO Subregional Office for the Pacific Islands (SAP) was established in 1996 in Samoa to coordinate the FAO work in the Pacific and covers 14 - Cook Islands, Fiji, Federated States of Micronesia, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, and Tokelau (one Associate Member). SAP is responsible for developing, implementing and overseeing programmes and projects to address food security, nutrition, agriculture, natural resources management, and rural development priorities, in which gender, climate change adaption, and anticipatory action are important cross-cutting issues. SAP develops and maintains relations with subregion wide institutions and entities.
The Subregional Office is a subsidiary of the FAO Regional Office for Asia and the Pacific (RAP). The position will be based in Nauru
Reporting Lines
The National Project Facilitator and Liaison Specialist (NPFLS) will work under the overall supervision of the FAO Subregional Coordinator (SRC) for the Pacific and will directly report to the projectโs Lead Technical Officer (LTO) / Natural Resource Officer. The Specialist will collaborate with colleagues across technical, human resources, finance, programme, operations, and administration units to ensure smooth project implementation.
Technical Focus
The NPFLS will provide facilitation, coordination and liaison support for the project's implementation, ensuring it aligns with the Green Climate Fund's (GCF) requirements and the country's priorities. The NPFLS role includes project management stakeholder engagement, and reporting. She/he will work closely with the National Designated Authority (NDA) and other relevant stakeholders to ensure the project's success.
Tasks and responsibilities
โข ย ย ย ย Facilitate implementation of activities to ensure effective implementation of GCF readiness and project activities ensuring timely delivery of milestones.
โข ย ย ย ย Coordinate and monitor project implementation to ensures effective coordination among various stakeholdersย
โข ย ย ย ย Support the Technical Adviser and LTO to monitor the progress of activities, include tracking milestones, reporting on results, and identifying any challenges that need to be addressed.
โข ย ย ย ย Facilitate and coordinate communication between FAO, NDA, and relevant national stakeholders.
โข ย ย ย ย Organize stakeholder consultations and prepare stakeholder engagement plan and manage stakeholder engagement, building and maintaining strong relationships with various stakeholders and facilitate engagement with government agencies, civil society organizations, private sector actors, and other relevant parties to ensure broad participation and ownership of GCF initiatives.
โข ย ย ย ย Document lessons learned, best practices, and other relevant information to support future GCF engagement and contribute to the broader knowledge base on climate finance.
โข ย ย ย ย Provide essential support and liaise with the NDA or relevant agency in all matters concerning the Readiness, including close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, of the readiness support conceptualisation and oversight, project preparation and implementation and other related activities.ย
โข ย ย ย ย Support the Technical Advisor in preparing and submitting regular progress reports to the LTO; disseminating information about the project's progress and results; ensuring effective communication and coordination among all project partners.

Minimum Requirements

โข ย ย ย ย Minimum of three years of relevant work experience in project coordination, stakeholder engagement, or climate change project implementation
