ContextThe United Nations Human Settlements Programme, UN-Habitat, is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for urbanization and human settlement matters within the UN system. The Agency also supports national and local governments in laying the foundation for sustainable urban development. UN-Habitat envisions well-planned, well-governed, and efficient cities and other human settlements, with adequate housing, infrastructure, universal access to employment and basic services such as water, energy, and sanitation. To achieve these goals, UN-Habitat has adopted the Strategic Plan (2020โ2023) which repositions UN-Habitat as a major global entity and a centre of excellence and innovation. This position is primarily created to contribute to the UN-Habitat-Land, Housing and Shelter Section (LHSS) and Global Land Tool Network (GLTN)โs interventions in Uganda. The LHSS, within the Urban Practices Branch of UN-Habitat, hosts the secretariat of the GLTN which is a network of over 80 international institutions that was established in 2006 and since then, has been working to promote secure land and property rights for all, through the development of pro-poor fit-for-purpose and gender-responsive land tools within the continuum of land rights approach. Since 2012, GLTN has started working at the country level to test and implement developed land tools and approaches, support land policy development and implementation, undertake capacity development initiatives and awareness and knowledge building initiatives in collaboration with government authorities and partners. In 2024, Phase 4 of the GLTN programme has started which has an overall goal of improving tenure security for women, youth, and vulnerable groups. This consultancy contributes to the implementation of GLTN phase 4 programme in Uganda.
Task DescriptionUnder the overall guidance of the Chief, Land, Housing and Shelter Section and direct supervision by the designated staff of LHSS, the national UN Volunteer will undertake the following tasks; - Provide technical and coordination support to the implementing partners in the use and application of GLTN land tools and approaches towards tenure security improvement in Uganda. - Prepare technical documentation of the implementation of land tools and approaches in relation to the customary land registration processes. - Provide technical and coordination support in the implementation of various LHSS related programmes and interventions in Uganda including on planning, coordination, review of work programmes of implementing partners and monitoring. - Prepare progress and terminal reports of the implementation of the โLand at Scale in Ugandaโ project including on key achievements and lessons learned. - Provide technical support in the development of new project proposals and/or concept notes related to scaling up or replication of on-going interventions in Uganda. - Co-organize capacity development interventions and learning exchanges related to the customary land registration processes and other LHSS land programme activities in Uganda.

Living conditions and remarksThe UN Volunteer will be based in the capital city Kampala. Kampala has a pleasant climate all year round which is uniformly warm and moderately humid, and temperatures that range between 20 and 30 degrees Celsius. The duty station presents relatively good living conditions with adequate housing facilities (houses and apartments) readily available to rent, and with most of the economic and social amenities also available at affordable cost. https://www.unv.org/
