Background:

Within OSCE Office for Democratic Institutions and Human Rights (ODIHR) mandate to observe, monitor, and analyse the human rights situation of Roma and Sinti in the OSCE participating States, ODIHR is monitoring the human rights situation of Ukrainian Roma affected by the military attack in Ukraine. Within the Advancing the Human Dimension of Security in Ukraine Project, ODIHR intends to launch an initiative aimed at building the capacity of Roma human rights defenders (monitors) from Ukraine to investigate human rights violations experienced by Roma in view of the ongoing armed conflict in Ukraine. For this purpose, ODIHR will engage up to six monitors to conduct monitoring of the current situation with the human rights of Roma in Ukraine and produce a human rights monitoring report on the cases of discrimination and other forms of unequal treatment towards Roma since 24 February 2022.

Objective of Assignment:

The objective of this consultancy is to conduct human rights monitoring activities based on ODIHR Human Rights Monitoring and Safety and Security Methodology to help assess the situation with human rights of Roma people, including women, affected by the armed conflict in Ukraine. The monitor will be provided with necessary tools to support their work, including capacity building and mentoring. The monitor is expected to draft a human rights assessment report.

Tasks and responsibilities:

Monitors will work remotely taking into consideration security threats and risks in Ukraine. Under the supervision of the Associate Programme Officer on Roma and Sinti Issues, the Consultant will be responsible for:

Attending an online induction meeting for selected monitors to inform the tailoring of ODIHR Human Rights Monitoring and Safety and Security methodology; Participating in an in-person training in Warsaw that will help to build monitors’ capacity to conduct human rights monitoring activities in line with the ODIHR Human Rights Monitoring and Safety and Security methodology; Conducting desk and open-source research looking into persisting and arising human rights challenges of Roma, including women, affected by the armed conflict in Ukraine; Conducting remote interviews with stakeholders from Ukraine and reporting on them; Providing up-to-date information and data about cases that imply serious human rights violations; Participating in progress review meetings and reporting on findings; Preparing a final human rights assessment report; Preparing a presentation based on the assessment report and delivering it during the final workshop organized by ODIHR at the end of this initiative; Carrying out other tasks connected to the present initiative, including participation in progress review meetings.

Necessary Skills and Qualifications:

First-level university degree in public administration, law, political science or other relevant field desired; Experience on addressing the human rights challenges of Roma and Sinti is an asset; Strong willingness to learn how to research, analyse and synthesise data, as well as to present the collected information in a user-friendly manner in line with OSCE Style Manual; Flexibility and ability to work under supervision and deliver within the timeframe provided; Gender and cultural awareness, and an ability to integrate the gender perspective into tasks and activities; Computer literacy; Fluency in Ukrainian and/or Russian languages, with good drafting skills; Strong organizational and communication skills.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
