MONGOLIA: INTERNATIONAL CLEAN HEATING ADVISOR
PROJECT BACKGROUND
The Global Green Growth Institute (โGGGIโ) was established as an international intergovernmental organization in 2012 at the Rio+20 United Nations Conference on Sustainable Development. GGGI is dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. GGGI Members currently include Angola, Australia, Bahrain, Burkina Faso, Cambodia, Colombia, Costa Rica, Cรดte dโIvoire, Denmark, Ecuador, Ethiopia, Fiji, Guyana, Hungary, Indonesia, Jordan, Kiribati, Kyrgyz Republic, Lao PDR, Mexico, Mongolia, Nicaragua, Norway, Organization of Eastern Caribbean States (OECS), Pakistan, Papua New Guinea, Paraguay, Peru, Philippines, Qatar, Republic of Korea, Rwanda, Senegal, Sri Lanka, Thailand, Tonga, Turkmenistan, Uganda, United Arab Emirates (UAE), United Kingdom (UK), Uzbekistan, Vanuatu and Viet Nam, and it is in the process of expanding its membership. GGGI works with partners in the public and private sector in developing and emerging countries around the world to transform their economies into a green growth model. GGGI has started supporting several countries to green their COVID-19 recovery plans, and develop their Green New Deals to build back better while advocating for NetZero pledge. GGGI has its headquarters in Seoul, Republic of Korea, and conducts operations in several countries in Asia, the Pacific, Latin America, Caribbean, the Middle East, Africa and Europe.
GGGI has received a Detailed Preparation Phase (DPP) grant from the Mitigation Action Facility to prepare the complete technical feasibility and relevant studies for development of the full project proposal to pilot solar district heating and scale up clean heating investments in Mongolia.
The Mitigation Action Facility is a grant-based multi-donor fund that seeks to drive decarbonization. The Mitigation Action Facility offers funding for financial and technical support to partner countries to meet their climate goals and drive ambitious mitigation action.
The proposed project aims to transform Mongoliaโs heating sector by demonstrating the applicability of renewable energy technologies for district heating systems and supporting the adoption of a clean heating policy, investment and financial support plans and mechanisms to scale up public and private sector investments in clean technologies for district heating. The Project will support Mongolia to achieve its Nationally Determined Contribution (NDC) commitment to reduce emissions from energy production by 32% by 2030 and create the conditions for further ambition in subsequent NDCs.
The proposed project includes the following three components:
Component 1 โ Pilot solar district heating (SDH) project in Sainshand city, Dornogovi Province of Mongolia; Component 2 โ Adoption of a clean heating policy and investment plan and financial mechanism (clean heating payment guarantee); Component 3 โ Capacity building to support the design, development, financing, Operation and Maintenance (O&M) of SDH systems and awareness raising.For this purpose, GGGI Mongolia seeks to hire an experienced International Consultant to provide technical advice for the completion of the above-mentioned components in collaboration with the GGGI Mongolia team and relevant government stakeholders.
OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to support GGGI and the project stakeholders, to develop the full project funding proposal by providing technical assistance in the following areas:
Review and provide feedback on the feasibility study and technical design for the pilot solar district heating project in Sainshand; Prepare a draft tender documents and selection criteria to support future procurement(s) of the pilot solar district heating project; Provide support to develop standard tools for system design, heat demand-supply dynamics etc., that can be used to create a potential pipeline of additional clean heating investments; Provide training on solar thermal heating technologies (and other clean heating technologies as appropriate) and decarbonization of heating; Draft a preliminary framework to be used to assess capacity building needs to support future project implementation and operation, maintenance, management, and financing of clean heating in Mongolia.The main stakeholders include the Ministry of Energy (MOE), Energy Regulatory Commission (ERC), National Energy Center (NEC), Chandmani Ilch LLC from Dornogovi, the provincial government office of Dornogobi, and other active participating public entities and private sector stakeholders. The aim is for all parties involved in the project to gain foundational understanding of the clean heating technologies, system design, development, financing, construction, and further operation and maintenance of the facility throughout the relevant workshops and trainings.
DELIVERABLES AND WORKING ARRANGEMENTS
GGGI expects the consultant to provide technical advice to GGGI and engage in regular online calls and meetings. The consultant shall be responsible for all outputs and activities as described in the TOR. The assignment is expected to commence on May 1, 2024 and will require a part time commitment to the project until December 15, 2024.

Each deliverable will vary in length and should be formatted with font size of 11 in Lato and 1.15 line spacing. All reports and materials must be presented in English unless otherwise specified, in accordance with GGGIโs formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, interview notes, and any other relevant resources used in the creation of the deliverables. Necessary comments and changes from GGGI and relevant stakeholders must be incorporated in a timely and quality manner.
Maximum contract amount is US$ 32,000.
Working arrangement:
The Consultant shall remotely work closely with GGGI and other relevant stakeholders and report directly to GGGI Mongolia team and potential trips to Mongolia are expected. Claims and administrative queries will be dealt by Project Assistant of GGGI Mongolia.
The Consultant shall be in charge of his own travel-related expenses. GGGI Mongolia team can cover the necessary translation-related, workshop-related, and local administrative related expenses.
EXPERTISE REQUIRED
The selected Consultant must demonstrate:
Professional disciplines with a masterโs degree and 5+ years of advisory services in clean heat and renewable energy sector; Track record of developing and/or managing solar district heating projects; Knowledge of district heating systems and experience integrating clean heating technologies with conventional technologies in district heating systems to optimize hybrid district heating systems โ experience with coal-solar thermal hybrid district heating systems preferred; Familiarity with pathways for decarbonizing the heating sector; Experience in developing and implementation of capacity building programs; Experience working for/with international institutions; Proficiency in relevant computer applications and programs; Proficiency in English language Basic knowledge of Mongolian energy and heating sector is advantage, but not required;
