Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.

Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).

This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.

ROLE PURPOSE

The Monitoring and Evaluation Coordinator assists the M&E Specialist with the responsibility for the development of monitoring and evaluation (M&E) systems for national GC7 TB/HIV/RSSH grant. The M&E Coordinator coordinates the implementation of monitoring M&E plans, coordinating and supervising the M&E activities of the sub-recipients and the M&E officers. The Coordinator assists monitoring and reporting expenditure and utilization of the M&E budget and verification of grant implementation status of the programme against set programme targets of national GC7 TB/HIV/RSSH grant.

The Monitoring and Evaluation Coordinator (M&E) is required to monitor, on a quarterly basis, the project performance indicators in collaboration with the Monitoring and Evaluation Officer and SRs. The M&E Coordinator will ensure the monitoring of SR planned activities, the use of resources and tools and the epidemiological situation, identify possible bottlenecks, and propose anticipatory solutions.

Dimensions of the Role

The Monitoring and Evaluation Coordinator is an integral part of the team responsible for the Global Fund TB/HIV/RSSH grant. The M&E Coordinator participates and contributes in the following ways;

  • Development and implementation of the various monitoring and evaluation plans of the project;
  • Ensures that the M&E performance indicators are taken into account when planning programme activities at all levels (management unit and counties);
  • Oversees and contributes to the verification of PR/SR/partner activities including collection of data of program/county-level activities;
  • Ensures timeliness and completeness of monitoring and data quality control assessment;
  • Ensures that the data verification visits are carried out on a quarterly basis;
  • Develops and ensure proper training of staff involved in monitoring and evaluation;
  • Participates in the production/verification of quarterly reports and other programmatic documents related to sub recipients and principal recipient.
  • Documents and share lessons learned in the program including field of monitoring and evaluation (M&E), format reports, presentation and publications.
  • Contributes to development of grant M&E plan and development of a sub-M&E plans with indicators and targets to and supports the Gender Equality Action Plan.

    Accountabilities

    The M&E Coordinator is required to coordinate GC7 TB/HIV/RSSH M & E activities between Plan (PR) and partners and the field while assisting the M&E Specialist to provide M&E oversight for the grant including the following responsibilities.

    Roles and responsibilities:

  • Oversee the development and implementation of monitoring and evaluation (M &E) plans, this includes monitoring progress, evaluating effectiveness, and sharing the results of programmatic activities and project innovations;
  • Identify needs in the design of monitoring and evaluation (M &E) systems for data collection and indicators for the assessment of program results;
  • Ensure that the necessary information for daily reports, data collection and special studies are collected, analysed and used to direct the planning of internal projects and inform external stakeholders on the activities and achievements of the project;
  • Ensure that monitoring and evaluation (M &E) activities will facilitate the Global Fund in monitoring progress, challenges and performance;
  • Evaluate the impact of the program on target populations;
  • Investigations on the effectiveness of the program;
  • Contribute to research;
  • Ensure that components of monitoring and evaluation (M&E) are fully developed and integrated in the actions of the project plans;
  • Participate in the development and adaptation of indicators for measuring the results of the program, identify and evaluate best practices and approaches in respect to the project;
  • Lead assessments by developing indicators, establish the objectives of the programme to ensure the collection of data and periodic reporting of results to the executive Plan team;
  • Prepare and circulate periodic program reports and incorporate statistics and surveys available;
  • Review and evaluate the availability of data, (entries and data sources), the flow of data, and the use of these data for decision-making;
  • Implement, in collaboration with the health specialist, recommendations that address current gaps in the collection of data, encoding, source, stream, forms, records and reports;
  • Suggest more strategies for the strengthening of the collection of the data, their interpretation and their proper use;
  • Regularly monitor data and provide reports to the technical team of the project to assist in the development of the goals and objectives of the programme and the strategies and tools;
  • Assist in the development and documentation of practical M&E sources, which includes tools, methodologies and approaches;
  • Maintain an inventory of information of strategy and best practice for success;
  • Help to develop the M&E budget as well as monitor and manage M&E expenditure

    Final results:

  • Prepare monthly, quarterly and annual reports of progress in accordance with PR or Global Fund (GF)] requirements and deadlines;
  • Produce monthly dashboard to present at the statutory CCM meetings (CCM-Country Coordinating Mechanism);
  • Regular verification of the reliability of data;
