PURPOSE OF THE ASSIGNMENT:
To provide strategic and technical leadership in fleet management that directly enhances WFPโs operational and programmatic effectiveness in the Democratic Republic of Congo. This role ensures the delivery of safe, reliable, and cost-efficient transport services across complex humanitarian settings, while driving continuous improvement in fleet performance, accountability, and environmental sustainability. The assignment also contributes to WFPโs broader goals of resilience, localization, and efficient service delivery in one of the worldโs most challenging operational environments.ACCOUNTABILITIES/RESPONSIBILITIES:
1. Drive Operational Excellence in Fleet Management
โข Lead the implementation of industry-leading fleet management systems and practices to optimize performance across all workshop hubs and logistics operations in DRC.
โข Ensure alignment with global humanitarian logistics standards and organizational strategic goals.
2. Maximize Asset Utilization and Cost Efficiency
โข Develop and execute strategies to achieve optimal truck deployment, fuel efficiency, and lifecycle cost reduction.
โข Monitor and analyze fleet performance metrics to inform data-driven decisions that reduce operational overhead.
3. Align Fleet Deployment with Programmatic Priorities
โข Establish a dynamic truck allocation and redeployment framework that responds to evolving country program needs and emergency response requirements.
โข Integrate fleet planning into broader operational and strategic planning cycles.
4. Strengthen Local Capacity and Operational Resilience
โข Design and implement a structured capacity-building roadmap for national staff, including mentorship, technical training, and leadership development.
โข Foster a culture of accountability and continuous improvement within fleet operations teams.
5. Institutionalize Performance Management Systems
โข Define and enforce Key Performance Indicators (KPIs) for fleet operations, ensuring full compliance with internal policies and donor expectations.
โข Use performance data to drive innovation, improve service delivery, and enhance transparency.
6. Optimize Inventory and Supply Chain Efficiency
โข Develop a strategic inventory management system to minimize dead stock and ensure timely disposal of obsolete parts.
โข Align workshop store practices with lean supply chain principles to support agile fleet maintenance.EXPECTED OUTCOMES:

โข Regular strategic reporting that informs leadership, supports transparency, and guides continuous improvementQUALIFICATIONS & EXPERIENCE REQUIRED:
โข Education:Advanced university degree in Supply Chain, Logistics, Mechanical/Automotive Engineering, Transport Management, Business Administration, or related field.
โข Experience:At least 5โ8 years of progressively responsible experience in fleet/transport/logistics management with UN/NGOs or large private sector operations. Proven experience in managing teams, workshops, and outsourced providers. Demonstrated expertise in cost optimization, fleet digital systems, and reporting.
โข Technical Skills:Knowledge of vehicle maintenance, transport management systems, and safety regulations. Proficiency in WFP systems (LESS, WINGS, FMS) is an asset. Strong analytical and reporting skills
โข Languages:Fluency in English (oral/written), level C. Knowledge of French is a strong asset, level B.
