Background and Context
On 22 July 2021, the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and the World Food Programme (WFP) signed a partnership agreement on the provision of health supply chain services in Liberia, in cooperation with the Ministry of Health (MoH) under the Government of Liberia. The scope of activities includes Long-haul transport service (including loading and unloading) of medicines and health supplies from the Central Medical Store (CMS) to 13 county depots and 29 hospitals across the country (excluding Margibi and Montserrado counties); and Last mile delivery service (including loading and unloading) to 150 health facilities (HFs) and hospitals in Margibi and Montserrado counties.\"
The objective of the position is to implement well-defined logistics / supply chain processes and activities to enable efficient delivery of goods and services for all storage and warehousing modalities, and traceability that contributes to greater transparency at all stages of the chain
What will you do in this position?
- Provide specialized support to logistics operations and activities, following Standard processes and contributing, directly or indirectly, to the effective delivery of medical supplies to facilities.
- Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized Facilities and destinations.
- Manage logistics vendorsโ contracting activities including performance monitoring and measurement.
- Contribute towards the development of the projectโs operational/logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
- Assist with the coordination of consolidation and preparation of transport/delivery planning, implementation and the management of related logistics aspects, including assessing transport readiness for deliveries from the central medical store to county depots, hospitals and health facilities, loading and discharging operations, warehouse/storage capacity at the delivery destinations and any relevant operational/logistics related services.
- Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service.
- Assist with the monitoring and the implementation of the Allocation Plan according to committed truck capacity by each transport service provider as approved by the contracting authority.
- Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.
- Collect data and contribute to preparation of accurate and timely reporting on projectโs operational activities that enables consistency of information presented to stakeholders.
- Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor.
- Participate in review of internal processes and procedures of the operation and identify ways to increase the day-to-day efficiencies.
- Monitoring and evaluation of the performance of logistics service providers.
- Assess all other risks associated to the transportation and propose optimal risk mitigation mechanisms.
- Ensure close follow up of delivery activities carried out by WFP transporters for on-time delivery of products and the traceability of trucks during deliveries.
- Give the necessary support to ensure effective individual and teamwork within the given deadlines.
- Maintain an appropriate filing system and archiving of documents so that they can be retrieved quickly and efficiently as needed.
- Perform other related functions as required.

Education:
Completion of secondary school with a post-secondary diploma in logistics, management, computer science or other related field; a university degree in the same fields or an equivalent combination of education and experience would be an asset.
Experience & Knowledge:
- Minimum of 6 yearsโ experience in logistics (transportation, warehousing, purchasing), experience in customer service and cargo tracking.
