Result of ServiceThe incumbent will undertake a part time assignment to perform the following tasks and functional responsibilities: The local consultant will benefit from her/his extensive local network in functioning as a liaison between the public sector in Fiji and the financial sector and the UNEP project team. Moreover, she/he will reach out the public and private stakeholders to engage them productively on this project. He will support the data gathering and advise on the mapping of local stakeholders. Finally, as the team member most closely familiar with Fijiโs mitigation and adaptation needs, she/he will provide technical inputs to the various deliverables. Work LocationSuva, Fiji Expected duration10.5 months Duties and ResponsibilitiesThe UNEP team will support the Fiji Reserve Bank and the Ministry of Environment and Climate Change in Fiji to โReview, finalise and launch the Sustainable Finance Roadmap, and increase capacity in Reserve Bank and key local financial institutions and relevant government agencies on environmental, social and governance (ESG) issues.โ The objective is a Sustainable Finance Roadmap (SFR) that fully leverages the role of the Fiji Reserve Bank (FRB) in greening the Fiji financial sector while respecting the Bankโs mandate and policy remit. In addition, the SFR will highlight what cooperation with other parties in Fiji (including the Prime Ministerโs Office) can help green the financial sector and mobilize resources towards climate change adaptation and mitigation. To attain the required capacity, the UNEP team will provide in-person and remote capacity building which should serve the FRB and other stakeholders well beyond the project time span. To this end, the support of a local consultant is required. Under the direct supervision of the UNEP Project Manager, the Local Consultant will facilitate and coordinate the implementation of project activities in Fiji during the course of project implementation (11 months), such as coordination of project activities on the ground, stakeholder consultation data and information gathering and workshop planning and implementation. The consultant is expected to conduct the aforementioned project activities and submit the three deliverables in a timely manner and at a level of quality satisfactory to the UNEP team. Specific tasks and responsibilities 1st deliverable โ Review and technical inputs into Output 2 Analysis Report + interview and contact list for interviews with relevant stakeholders (private sector, public sector, NGOs) 2nd deliverable โ Review and technical inputs into Output 3 Finalised Sustainable Finance Roadmap (SFR), Communications strategy for SFR launch, and invitee list 3rd deliverable - Review and technical inputs into Outputs 5 and 6 including inputs to give concept notes, the learning needs assessment & capacity building plan, the 3 capacity building trainings, the large multi-stakeholder training, and the briefing paper on relevant country experiences and cases to support RBF staff. The consultant/individual contractor will report to Miriam Liliana Hinostroza Suarez at UNEP-CCC. Qualifications/special skillsโ A Masterโs Degree or equivalent, in environmental engineering, finance, economics, development studies, business, management, administration or another relevant field is required. โ PhD in finance, economics, development studies, business, management, administration or another relevant field is desirable. โข A minimum of 5 years of work experience in development project implementation, working with national public institutions, private sector (including financial sector), academia or similar. 7 years of work experience in the same field is desirable. โข Demonstrated experience advising Fiji public organisations on climate change mitigation and adaptation and in-depth understanding of mitigation and adaptation priorities in Fiji โข Understanding of how climate change affects Fiji and its economy gained either through publications on the subject, consultancies, or consultancies. โข Significant experience in climate finance and greening of the financial system or alternatively broad background in financial development or financial inclusion โข Experience in organizing workshops and/or similar events is an asset.
