Project Context and Scope

The IOM Mission in Armenia is implementing the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia”. This two-and-a-half-year project is co-funded by the European Union (EU) and aims to contribute to more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the areas of migration, asylum, and human rights. Specifically, it will support the enhancement of asylum and migration governance in Armenia to foster well-managed and secure cross-border mobility and continue strengthening migration and asylum systems in Armenia. 

In 2023, IOM supported the newly established Migration and Citizenship Service (MCS) with conducting induction training for all the staff members to ensure effective functioning of the newly formed institution and equip staff members with the necessary knowledge and skills required for their roles. As the next step, the training is expected to be institutionalized within the permanent training facility. This process involves integrating the curricula into the permanent training structure of the MCS. By doing so, the training will become an integral part of the MCS's training framework, ensuring learning continuity and sustainability. 

Under overall supervision of the Head of Office in IOM Armenia and direct supervision of the Programme Officer, the consultant will be expected to support incorporating the training curricula developed for the MCS into the Moodle system to allow for remote learning and conducting testing.

  IOM Armenia, “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia” project, MS.0049.  Tasks to be performed under this contract  

I. Adapt the training curricula for use in the Moodle system. 

• In cooperation with the consultant responsible for designing the content of the training curricula and with the MCS through consultations, study the questionnaire and adapt the courses for usage in the Moodle system. 
  • Set up the Moodle system (system and access for users) in accordance with the training programme, as well as the grading system. The Moodle platform should also be accessible offline to enable knowledge assessment tests to be completed through local services across Armenia. The Moodle design and structure ought to align with the statute, mandate, and operational logic of the Educational Complex of the Ministry of Internal Affairs of the Republic of Armenia. Coordination with the MIA Educational Complex in the process will be required to ensure their requirements are fully met. 

    II. Ensure that necessary software and hardware equipment is available at the MCS training facility. 

    • Conduct meetings with the personnel of the MCS responsible for setting up and maintenance of the Moodle system and outline equipment needs, such as servers and workstations. 
      • Incorporate the training curricula into the installed Moodle system, set up the courses for remote learning and test in accordance with the curricula. Create accounts for the MCS users in the system in accordance with their roles (administrators, trainers, learners etc.). 

        III. Deliver training of trainers and conduct monitoring after the start of the training for MCS staff. 

        • Having the installation and setting up of the Moodle system finalized, deliver the training of trainers for the staff of MCS, including the personnel responsible for maintenance of the system and trainers, to ensure that the system can be used independently in the future and adjusted if necessary.  
          • Once the trainings have commenced, conduct the monitoring to make sure that the system functions correctly and that the MCS personnel involved can use it freely.

            DELIVERABLE 

            Deliverable 1 (2 weeks) 

          • Assess the existing infrastructure and capacities for installation of the Moodle system. 
          • Adapt the training curricula for incorporation into the Moodle system. 

            Deliverable 2 (1 month) 

          • Incorporate the training curricula into the Moodle system and set up learning and testing environments (including exams). 

            Deliverable 3 (3.5 months) 

          • Conduct ToT for the MCS staff responsible for maintenance of the Moodle system, as well as for trainers at the training facility.  
          • Conduct monitoring of the training to ensure that the Moodle system is running smoothly (including for exams), and trainers are able to use the system correctly.     Performance indicators for the evaluation of results

            The Consultant Evaluation will be carried out based on the following indicators: 

          • Understanding of the scope of the assignment. 
          • Professional competence and mastery of the subject matter of the consultancy. 
          • Written and verbal communication skills, including report writing. 
          • Delivering results consistent with the agreed Terms of Reference. 
          • Accurately judging the amount of time and resources needed to accomplish a task. 
          • Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clients’ needs. 
          • Upholding and demonstrating the values of IOM in the daily consultancy activities.  Education

            Advanced university degree in the relevant field. 

            Experience
          • At least 5 years of proven experience preferably in the area of working with Moodle system, skills training, teaching methods; 
          • Previous experience in design, supervision, and implementation of Moodle system in the educational institutions;  
          • Experience in working with public administration, academia, local authorities, and institutions/organizations working on migration management issues or other related issues at national and/or local level; 
          • Experience in working with international organizations and UN agencies will be considered as an advantage. 
          • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.  Languages

            Fluency in Armenian and English is required. 

            IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required
