Role PURPOSE
This position is to provide leadership for Plan International Mali programme by ensuring an effective programme development and promoting innovative programming focused on children safeguarding and gender equality, in line with the Country Strategic Plan as aligned to the global strategy.
Dimensions of the Role
Responsible for ensuring quality in E&R initiatives including baseline and post intervention studies
Supports the roll out of other key PALS components (CRSA, CSP, PIIALTP and PIIA annual plan development, PIIA LTP baseline studies and CSP evaluations)
Member of Country Office MER unit
Line manages MERL officer
Accountabilities
Evidence for success or failure and knowledge on what works and what doesnโt in programmes through the planning and implementation of high quality E&R
Activities
Facilitate the development of the annual evaluation and research plan in a participatory manner
Develop ToR for E&R activities
Submit research ToR to the global Research and Knowledge Management team for approval
Organize ethical clearance for research projects in compliance with the global research standards
Support the recruitment of consultant for E&R initiatives
Develop implementation plan for evaluation initiatives
Provide input and quality control for E&R data collection tools as well as quantitative and qualitative data analysis
Support/ lead the implementation of E&R projects including baseline studies
Review evaluation and research reports and give recommendations regarding approval to programme management
Lead the implementation of internal evaluation and action research initiatives, including the design of tools
Lead post intervention studies
Lead the Annual Participatory Progress Review in the country (TOR and budget development organisation of data collection and workshops of the APPR process)
Write up CO level and national level APPR report
Evidence based decision making, learning and corrective actions in projects and programmes through the use of knowledge from and capacity building on E&R
Activities
Organize the internal and external dissemination of findings in collaboration with study commissioners for E&R initiatives
Monitor the implementation of management response for evaluations
Conduct after action reviews for research projects to reflect on the findings and recommendations
Organize internal and external dissemination of APPR results
Produce and disseminate the CPPR based on the APPR, case studies from PUs and reports from Technical advisors
