I Job Summary

The purpose of the Learning, Design and Measurement (LDM) Manager is to design and maintain the MEAL systems for JEOP cross all operational areas. S/he will lead the design of M&E systems for JEOP in line with the organization and donorsโ€™ specific requirements. S/he provides technical backstopping, training in the areas of LDM and knowledge management and coaches and mentors to field based MEAL officers. The position holder will work closely with Senior Humanitarian Program Manager (JEOP), Technical Manager (JEOP) and Senior Humanitarian LDM manager and JEOP FO based staff to support monitoring and evaluation, the production and submission of timely quality reports and documentation and dissemination of learning. The post holder will also play a key role in ensuring that program outcomes are captured in wider Country Office reporting processes and related systems.

II Responsibilities

Job Responsibility #1: Planning/ Design, Monitoring & Evaluation , Reporting and Accountability (30% )

Participate in project design processes and develop corresponding result frameworks and M&E plans Support the subsequent development of M&E tools (inclusive of impact measurement) and systems for JEOP program. Ensure that detailed M&E plans are prepared timely in consultation with the JEOP consortium lead. Support external and internal evaluations and project reviews. Ensure preparation of quarterly (periodic) reports to be submitted to the donor and the Government at a national level Lead Annual Result Survey, annual reviews, final evaluations and impact assessments as deemed necessary Work closely with the programme teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability management and impact. This may include the establishment of a Technical Working Group internally. Responsible to ensure that the organization delivers on all internal M&E requirements in JEOP programs in a timely manner and with high quality standard reports (quarterly , Semiannual and Annual Result Reports ) Review project evaluation reports, compile and share lessons for future project and program design Review and validate final evaluation results conducted by external evaluators

Job Responsibility #2: Staff management (15%)

Supervise, mentor and coach LDM related staff, including FO staff associated with JEOP program Strengthen capacity of LDM staff and ensure the quality of LDM strategies, methodologies and activities across projects and the wider portfolio Strengthen capacity of CARE and partner staff in LDM related activities Advise and lead LDM processes related to improved analysis and subsequent decision making Complete all performance management activities including: performance planning, monitoring, mid and annual performance appraisals of staff under her/ his supervision

Job Responsibility #3: Information Management (20%)

Develop and maintain M&E information management system for the humanitarian unit Ensure the timely collection, analysis and utilization of project related information, including early warning information working closely with the liaison, reporting and information officer Lead and guide the streamlining of paper- based reporting system including formats and systematize information flows Oversee the regular maintenance of project LDM information using appropriate database management system and makes accessible to staff and other stakeholders at CO level Work with senior planning and technical manager and the humanitarian program coordinator to promote learning within the portfolio of projects of the humanitarian unit Work with the program coordinator in preparing Humanitarian Situation Reports Ensure timely data provision of data related to Global Program Indicators for PIIRS, liaising directly with Impact Measurement Advisor in PQL Coordinate with PQL and other LDM staff in the CO in developing and periodically reviewing LDM guidelines and ensures their applications in measuring program/project performance

Develop strategies to improve project data quality and ensure implementation of strategies to improve the data quality Ensure LDM activities are in line with CARE LDM principles, protocols and standards Set mechanisms to track impact and align with CO strategy impact groups

Support and develop reflective practice forums for the portfolio of projects within the humanitarian unit Initiate research/studies, particularly in relation to the project/program learning agendas and share results for wider audiences in and outside CARE to enhance program quality Link the country office with partners on issues related to MEAL aspects Network with others to gain experience and share CAREโ€™s humanitarian experience Regularly attend JEOP MEAL Technical Working Group meetings and events Maintain smooth working relationships with JEOP consortium lead and members

IV Qualifications

Required:

B.A. Degree in Social Sciences, Management Information Systems, Statistics or equivalent combination of education and work experience 5 years of relevant work experience with first Degree and 4 years of relevant work experience plus post graduate degree in DM&E, MIS, needs assessment, baseline surveys, regular progress monitoring, project evaluation Computer skills (Word processing, database management); data analysis Excellent written and verbal communication in English Language Demonstrated interpersonal and cultural communications skills and experience working in collaboration with multiple stakeholders

Desired:

M.A. Degree in Social Sciences, Management Information Systems, Development Studies, or related. NGO experience in humanitarian responses Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access
