CARE USA is looking for a highly experienced Country Director to guide our Madagascar country office. You will lead strategic programming, ensure operational excellence, mobilize resources, and represent CARE with influence and integrity. Key Responsibilities Leadership & Organizational Culture Lead the senior management team, overseeing performance, coaching, and clear delegation and accountability. Promote staff engagement, career development, and organizational resilience while upholding CAREโ€™s values of Respect, Integrity, Commitment, and Excellence. Strategy & Program Delivery Lead the design and implementation of the Country Strategy and Annual Operating Plan, aligned with CARE Internationalโ€™s vision. Oversee program quality, ensuring robust planning, evaluation, and adaptive learning. Ensure emergency readiness and lead response operations if needed. External Representation & Fundraising Serve as CAREโ€™s principal liaison with government authorities, donors, and partners. Develop and implement a resource mobilization strategy; negotiate and manage funding agreements and relationships. Operations, Financial Stewardship & Risk Management Ensure effective systems for finance, procurement, logistics, and administration. Manage CO budgets, compliance, audits, and risk controls. Oversee staff security and adherence to regulatory and donor requirements. Knowledge Sharing & Institutional Leadership Share programmatic insights and lessons learned across CAREโ€™s global network. Support organizational learning and contribute to institutional planning efforts. Ideal Candidates for this role: Have 6โ€“8+ years in senior leadership within international NGOs or development organizations, managing complex programs and team structures across multiple disciplines. Excel at strategic and operational planning, including program design, execution, and change management in challenging contexts. Demonstrate strong financial acumen, managing budgets, ensuring donor compliance, and resolving audit findings effectively. Are effective at building relationships and representing an organization confidently to governments, donors, and stakeholders. Thrive under pressure, with strong people management, coaching, and conflict resolution skills in international settings. Bring top-tier operational oversightโ€”ensuring robust logistics, procurement, administrative systems, and staff safety protocols. Have a proven track record of leveraging monitoring and evaluation data to drive learning, inform programs, and support strategic decision-making.
