ROLE PURPOSE

Working in 54 developing countries across Africa, Asia and the Americas, with a total annual budget of approximately Euros 1 billion, Plan Internationalโ€™s stated Global Strategic Goal is to reach 200 million girls, particularly those living in fragile contexts, fighting injustice or facing crisis, with high-quality programmes that deliver long-lasting benefits.

The Government of Liberia, through the Liberian Ministry of Gender, Children, and Social Protection (MGCSP) is implementing the Liberia Women Empowerment Project (LWEP) (P173677) with financing from the International Development Association (IDA) of the World Bank Group ($44.60 million). The LWEP aims to improve social and livelihood services for women and girls in targeted communities, foster positive social norms, and strengthen the government's capacity to advance women and girlsโ€™ empowerment through a โ€œwhole communityโ€ approach targeting multiple actors and levels. The World Bank views this project as creating a platform for the empowerment of women where policy dialogue happens, evidence of what works is produced and disseminated, and partnerships are strengthened. The project will be implemented by the Liberian Ministry of Gender, Children, and Social Protection (MGCSP).

Plan International is seeking to be the Lead Service Provider for components 1,2 & 3 of this project under the supervision of the Project Management Unit (PMU) of the MGCSP. The Lead Gender Specialist will act as a Technical Lead across project and will be responsible for providing overall technical support to implementation gender mainstreaming of across the project as well as to specific gender project outputs such as project component 1.

Accountabilities

Technical delivery

Provide technical advice throughout the development, implementation, monitoring, and reporting of the Programme to effectively mainstream gender equality and disability inclusion across all components and activities. Analyse and review policies, providing relevant recommendations, including methodologies and tools to integrate gender equality at all stages of the project. Plan, implement, and follow up on all gender-related activities at the national level, using a SASA! based approach. Apply gender-specific tools (such as SASA!) and gender-based approaches, providing technical support to ensure the project functions efficiently and effectively in the context of gender equality and womenโ€™s empowerment. Ensure that county-level technical teams implement all activities, especially those on gender-based violence and social norms, through a gender lens. This should be based on analysis and interpretation of localized socioeconomic gender-based conditions. Provide expertise on best practices that can be applied to the Programme to ensure a girlsโ€™ centred and gender transformative approach is used. Support and contribute to the writing of the inception report to the donor and other regular reports throughout the programme, with the key responsibility to report on progress towards achieving gender equality and disability inclusion. Support the development of costed annual workplans, as needed.

Attend project management committee meetings, consortium, and government partner meetings at county and national levels on behalf of the consortium, as needed. Develop strong relationships with national, regional, and district level Ministry of Gender, Children and Social Protection, and other relevant line ministry officials. Regularly coordinate to align Government activities with the projectโ€™s gender and women empowerment interventions. Ensure that county-level technical teams implement all activities, especially those on gender-based violence and social norms, through a gender lens. This should be based on analysis and interpretation of localised socioeconomic gender-based conditions. Maintain close coordination with the technical teams and liaise with contractors/consultants and all relevant government agencies and stakeholders at the national level. Organise review meetings with project beneficiaries, stakeholders, implementing partners and visit project sites to monitor the implementation of all gender-related activities, policies, and instruments.

Support and capacity building to delivery teams:

Provide hands-on support to the Plan Liberia project delivery team providing expertise in the area of gender equality, SASA! and women empowerment Promote the understanding and the sharing of key concepts, ideas, information and experience on gender and women empowerment project team members. Carry out capacity gap assessments and analysis with Plan International UK for Plan Liberiaโ€™s project staff and coordinate training sessions based on gaps identified by the project.

Technical expertise, skills and knowledge

General requirements

A minimum of 15 years of relevant work experience in international and community development, gender-based violence, or a related field. Familiarity implementing SASA! methodology in a similar project will be an added advantage. Familiarity with international gender policies and the Government of Liberiaโ€™s Gender Policies. Demonstrated knowledge and practical experience of gender dynamics and womenโ€™s empowerment challenges across Africa and specifically in Liberia. Experience in engaging with stakeholders on gender issues, including proven ability to work with vulnerable groups, NGOs, and CSOs across Liberia. Strong analytical skills and professional experience in conducting gender assessments. Extensive technical knowledge of gender equality, girlsโ€™ rights, and women empowerment within development programmes. Experience in liaising with and supporting government bodies to deliver gender strategies and programmes at different administrative levels. Experience in implementing community-level interventions to promote positive gender norms and women empowerment or acting as a technical advisor to such programmes. Experience of working on large, complex, donor-funded programmes, preferably World Bank-funded contracts with results-based delivery on projects.

Education and language

Masterโ€™s degree in social science, sociology, social work, gender, or related field Fluency in English - both spoken and written. Knowledge of languages spoken in Liberia would be an advantage.
