Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The main focus of the IOM Junior Professional Officers (JPO) programme is supporting the achievement of the Global mandate on Migration which includes emphasis on the Global Compact on Migration, IOMโs leading role in the UN Network on Migration and the migration related activities of the Sustainable Development Goals (SDGโs.)
The Humanitarian-Development-Peace (HDP) Nexus is an approach that has been adopted by the United Nations in Cameroon since 2017. The framework takes into account most of the existing development global frameworks, such as the SDGโs, but also all the relevant local and national humanitarian and development related plans pertaining to comprehensively addressing protracted crises in the Far North, Eastern Faรงade, North-West and South-West regions.
Although Cameroon is still in the initial phase of rolling out the concept, some good progress has been made throughout different geographical areas of interest. IOM is a major contributor to the process and is consistently involved in its coordination and implementation and, as part of this role, the successful candidate will collaborate with all instances of the HDP Nexus coordination task forces both at national and regional level. The incumbent will also act as the Focal Point for all projects implemented by the IOM in the Far North Region more specifically. The main responsibilities of the JPO will be to monitor the ongoing activities conducted in key convergence areas, analyse their impact with respect to the HDP Nexus approach, contribute to the development of new relevant concepts that would complement the existing initiatives from other stakeholders, and support the different project teams on how to enhance the results obtained so far and support with building strong partnerships towards the attainment of the collective outcome.
The JPO will be provided with regular feedback on his/her performance and progress, with special attention granted to goal setting and overcoming challenges.
Under the direct supervision of the Chief of Mission, the HDP Nexus Specialist will be responsible and accountable for the following:
Core Functions / Responsibilities:
- Provide effective assistance on the Humanitarian โ Development โ Peace Nexus activities and support the adequate coordination and implementation of programmes led by IOM.
- Support the direct management, administration, implementation, and internal coordination of all IOM activities within the HDP Nexus.
- Conduct monitoring activities of ongoing emergency, early recovery, and community stabilization projects in the Far North Region of Cameroon.
- Facilitate the application of IOM policies and procedures for the sound implementation of projects within the HDP Nexus.
- Participate in the coordination of activities between IOM emergency, early recovery and community stabilization projects and relevant stakeholders in the different sectorial working groups, national and local authorities and donors, and take action to address problems.
- Identify new opportunities that are consistent with approved projects and ongoing activities and draft project proposals and suggest improvements relating to the HDP Nexus approach.
- Support the development of emergency, early recovery and community stabilization projects, and implementation strategies to meet and strengthen project objectives.
- Ensure the provision of timely, accurate, standardized, and adequate reviews to all relevant stakeholders (humanitarian as well as transition/recovery actors) regarding movements, new displacements, mobility trends, and conditions in return/relocation areas paying special attention to the situation of vulnerable groups including children, elderly, and disabled persons.
- Participate in all HDP Nexus related working groups /meetings/workshops which are covering the whole Far North Region while close collaboration with the HDP Nexus National Taskforce based in Yaounde.
- Support the timely preparation and submission of project proposals and reports according to IOM and donor formats and requirements.
- Prepare regular updates, project summaries, and other relevant materials to allow internal and external communication of IOMโs action within the HDP Nexus in the Region.
- Undertake duty travel relating to joint analyses and other needs assessments, project management or monitoring, liaison with and guidance to partners and donors and problem solving.
- Assess new merging needs in current convergence areas of HDP Nexus interventions, track mainstreaming progress of results from joint analyses by IOM in complementarity with other partners.
- Explore opportunities for cross-border collaboration to contribute to the reinforcement of the regional coordination of the HDP Nexus within the Lake Chad Basin region.
- Perform such other duties as may be assigned.
Coaching and Learning Elements
As an integral part of the IOM assignment the Junior Professional Officer will:
- Gain experience in an International Organization, including management and international cooperation activities, as well as understanding the dynamics of regional and international initiatives and working groups.
- Be able to draft and finalize concept notes and project proposals, using the IOM logical and legal framework.
- Participate in the development of programs, projects, training and workshop opportunities related to different migration areas.
- Gain experience in working with governmental, non-governmental and United Nations institutions sub-Saharan Africa (the Sahel, Western and Central Africa).
Required Qualifications and Experience:
General Requirements
- Korean citizenship
- Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900:
- TOEFL โHome Editionโ score is accepted while โMyBest Scoresโ are not accepted
- IELTS General Training and Academic test are both accepted
- Test scores are valid for 2 years after the test date
- Not older than 32 years of age as of 31st December, 2024 (born after 1st January, 1992). The maximum age limit for those who served in the military will be extended accordingly:
- one year will be extended for those who served for less than one year;
- two years will be extended for those who served for more than one year and less than two years;
- three years will be extended for those who served for two years or more.
- Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.
Education
- Masterโs degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Minimum of two yearsโ (four years for bachelorโs degree holders) work experience either on project development, project management, database management, project monitoring and evaluation relevant to the HDP Nexus; and, โข Experience of working in a multi-cultural setting.
Skills
- Demonstrated expertise in the thematic area relevant to project development; and,
- Knowledge of monitoring and evaluation,
Languages
IOMโs official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and Korean is required (oral and written). Working knowledge of French is highly desirable and/or another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.

The type of appointment for this JPO position is for one year with possibility of extension for a maximum of two years.
The Junior Professional Officers (JPO) programme offers young professionals an exceptional opportunity to learn first-hand about international development and acquire practical experience working on migration issues. JPO assignments can be completed either in our country offices located throughout the world or at the IOM Headquarters in Geneva.
The purpose of the Programme is two-fold: on the one hand, it equips international organizations with skilled personnel for a period of two years; on the other, it allows young qualified professionals the opportunity of gaining valuable work experience that will broaden their chances of finding a suitable job in the international development field. - Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty stationโs country cannot be considered eligible.
