Job holders operate with a high degree of independence, manage more junior staff to ensure that objectives are achieved in full. They are closely involved in day-to-day activities and analytical work. They operate with minimal supervision, and provide guidance to junior staff to ensure that objectives are achieved. They are responsible for a broad range of daily activities, analytical work and deliver technical support by modifying existing systems, and resolving straightforward issues/problems. They also develop and/or support the usage of systems and applications, data and databases.
ORGANIZATIONAL CONTEXT
Tรผrkiye hosts one of the largest refugee populations in the world, with approximately 2.7 million people. Around 60,000 of the most vulnerable reside in eight camps in the southeast, while the vast majority live in urban and rural areas across the country. Since June 2014, the Temporary Protection regime has enabled Syrian refugees to access essential services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status.
The World Food Programme (WFP) supports over 35,000 of the most vulnerable refugees through monthly e-vouchers and cash transfers to help them meet their food needs. Following the devastating earthquakes of February 2023, WFP provided emergency food assistance to 1.6 million people in southeastern Tรผrkiye. As markets resumed functioning, an additional 600,000 earthquake-affected individuals received cash assistance to meet their basic needs.
As food security conditions stabilized, WFP shifted its focus to revitalizing the local food value chain in earthquake-affected regions. Through strategic investments in small food businesses, WFP aims to restore livelihoods and ensure long-term food security.
Tรผrkiye holds critical strategic importance for WFPโs global operations. The country plays a key role in the procurement and transportation of food commodities, serving as a vital corridor from the Black Sea into Syria. WFP is exploring opportunities to expand its grain reserves and milling capacity in Tรผrkiye, leveraging the countryโs advanced infrastructure.
Where feasible, WFP prioritizes local procurement of food and other goodsโan approach that supports farmers, boosts agricultural incomes, promotes land use, and generates employment.
As part of its strategic plan, WFP is increasingly positioning itself as the leading UN agency in Tรผrkiye for coordinating emergency preparedness efforts. In close collaboration with the Government of Tรผrkiye (GoT), WFP aims to support the development and implementation of emergency preparedness strategies and policies. Given Tรผrkiyeโs geographic location and exposure to natural disastersโincluding earthquakes, floods, and wildfiresโstrengthening national resilience and response capacity remains a top priority.
This position is based in Ankara and reports to the Head of Enabling Services Unit.
JOB PURPOSE:
To contribute to planning and delivery of high quality, client-focused, and value for money services pertaining to the Management Services portfolio, and to deliver efficient and effective IT and Telecommunications (TC) services, contributing to sound, innovative solutions that enable staff to deliver assistance to beneficiaries, in line with WFPโs strategy.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Contribute to the development of plans and budgets, and manage the deployment of IT/TC systems aligned with business needs, in accordance with WFP corporate standards.
Monitor and maintain IT/TC systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
Install and configure new computer hardware for improving and upgrading system performance; contribute to technology upgrades as required.
Contribute to technical specifications and tender documents that support the procurement of IT/TC equipment and services at minimum cost, in line with WFP rules and regulations.
Collate and analyse data to contribute to the preparation of accurate reports on IT/TC activities, investments and costs, identifying ideas to increase cost-efficiencies where possible.
Maintain and develop technical expertise and understanding of industry developments.
Provide advice to managers and users, understanding and resolving issues, and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
Contribute to the capability building of staff through the review and/or design of appropriate training programs aimed at developing skills/knowledge in IT and Telecommunications.
Coordinate with other UN agencies in order to align activities and maximise possibilities of inter-agency collaboration in the field of IT and TC.
Interact effectively with internal and external colleagues and user groups to understand their needs and provide appropriate technical support.
Follow standard emergency preparedness and contingency planning practices to ensure WFP is able to maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
Contribute to the preparation of operational plans and deliver resource requirements at the onset of an emergency.
Contribute to the preparation of Management Services/Administration components of WFPโs Country Strategic Planning (CSP) and Resource Planning aligned with country/regional and wider WFPโs strategies and policies to facilitate efficient and effective service delivery.
Contribute to the development of functional annual plans, recommend longer term improvements to policies, procedures, processes, standards, and systems to mitigate risks and ensure services provided support WFPโs strategic objectives.
Perform functional analysis using data-driven approaches to contribute to the collection of relevant insights to support efficient planning and improved decision-making.
Maintain partnerships with WFPโs internal and external stakeholders, other UN agencies and government entities to strive for efficiency and optimisation of cross-functional processes.
Assess performance of existing resources and recommend new solutions aiming at efficiency, cost-effectiveness, and timeliness of operations and services.
Support and monitor the execution of contracts to ensure value for money and optimal resource allocation and escalate any issues to more senior staff.
Follow standard emergency preparedness and response practices to support WFP to quickly deploy the needed resources to affected areas.
Identify gaps and provide suggestions for improvements to services and facilities related to Occupational Safety and Health (OSH).
Support a culture of environmental sustainability by role modelling actions that drive sustainability in all activities.
Utilise digital tools and applications to their fullest potential, collaborating with technical experts to effectively adopt and adapt innovative technologies, thereby enhancing operational workflows and customer service.
Contribute to the preparation and implementation of UN Reform related inter-agency initiatives to achieve cost savings and enhance service quality.
Conduct field missions to support operations and identify gaps and propose solutions in the relevant services or products of responsibility when required.
Guide and supervise more junior staff, serving as a primary resource and assist them with more complex analysis and queries.
Contribute to capacity building activities for WFP staff and partners to improve their understanding of Management Services/Administration regulations, policies, procedures, processes, standards, and systems.
Other tasks as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has coordinated and managed small or medium projects.
- Has assisted in establishing standards and protocols for service excellence within own domain or at a HQ and field Office.
- Has successfully performed installation or testing of new hardware for improving or upgrading systems performance.
- Has proven experience analyzing service management results and developing service enhancement recommendations.
- Has keen ground-level experience implementing IT and telecoms systems in emergencies.
- Has experience in one or more Management Services lines of business (for example management of assets, facilities, fleet, travel, or other).
- Has experience working with teams across different functional areas.
- Has experience in working with data-related concepts and tools and leveraging data-driven insights for improved decision-making and business outcomes.
- Has demonstrated the ability to provide guidance and instruction to staff within area of expertise.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Computer Science, Business/Public Administration, Engineering, or other relevant field relating to office management and administration with minimum 5 years of related work experience, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English language and the duty stationโs language, if different.
