    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    SI has had an operational presence in Iraq since 2017 to respond to post-conflict emergency needs of multi-displaced populations in Ninewa Governorate. SI has particularly been working in informal settlements and collective centres to provide WASH and shelter assistance to those affected by protracted displacements as well as by camp closures in October 2020.

    SI strategy is now focused on ending displacement through Durable Solutions, including access to basic services, WASH and increased livelihoods while working towards Integrated Water Resources Management. SI also plans on partnering with civil society platforms and academics to strengthen water governance, improve sustainable access to water for multi-purpose use and mitigate socio-economic impacts of climate change on farmers, farming being the main livelihood activity.

    About the job

    General objective:

  • Lead and develop directly all the support (logistics, Finance, HR) services in collaboration with the Program Coordinator
Represent the organization in country toward partners, donors and local authorities Ensure the smooth running of the mission. Ensure development and implementation of the mission strategy, and positioning in Iraq based on geopolitical and humanitarian context. Mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources. Monitors projects, ensuring that they are progressing in accordance with the Solidarités International charter and complying with internal and contractual procedures. Coordinates the teams in place and ensures their security on the mission. Direct liaison for Solidarités International HQ.

The main challenges:

Contextual and security analysis in country Actively seek for funding and cooperation opportunities in Iraq competitive environment; ensure low financial risk of operations, continuation of program and possible expansion in terms of geographical areas and sectors Develop stakeholder analysis, develop and maintain strong relation with donors, Ensure access to intervention areas Readjust the operational strategy according to contextual evolutions, and maintain a strong internal coordination with SI mission in Syria. systematization of compliance to internal regulations rules

Priorities for the 2/3 first months:

Ensure continuation of program and funding Understand the articulation of Iraq mission with Syria mission, Erbil being a hub for all expats going to North Est Syria. Priorizing the efforts to be done in terms of compliance at mission level Mutualization with Syria mission

Your profile

Education / academic background:

Third level qualification in humanitarian/development studies, social sciences, management or other related discipline. Minimum 5 years overseas experience working with an international humanitarian/development NGO, with team management and financial management experience. Minimum 2 years in a position as Field coordinator or DCD Support position Experience of working and managing security in insecure environments Proven ability to deal with donors and operational partners. Proven ability to develop adapted humanitarian vision and strategy. Experience working with SI (or a similar organization) is an asset Prior experience in the Middle East (particularly on Yemen crisis) is an asset

Specific skills and experience:

Capacity to lead finance, administrative, HR and logistics department Proven ability to develop a strategy Ability to learn quickly, adaptability to change and self introspection to develop his leadership Representation, communication and interpersonal skills Fundraising, grants management experience is highly desirable Anticipation, decision taking and initiative capacities Great work capacity and stress management Previous experience in SI is desirable as FC or DCD Support Good knowledge on project management cycle, from the design to the monitoring Good and proven writing and spoke English are required (Arabic/French is an asset)

SI will offer you

A salaried position:
According to experience, starting from 3300 EUROS gross per month (3000 EUROS base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 EUROS

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Individual, comfortable room in the guesthouse, with electricity 24/7. Internet and Phone network available Restaurants and international food are available

Living conditions in ERBIL are very good with an easy access to a wide range of restaurants, cafes...

Security risks are low, and restrictions are very limited.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
