Purpose of consultancy: Support to the Ministry of Health of Angola for updating the Regulation of the National Health System.

Background

WHO supports countries to strengthen health systems to achieve Universal Health Coverage and the 2030 SDGs. Within the framework of action for strengthening Health Systems, Governance plays a key role in providing policies, standards, regulations, and legal instruments to guide the use and functioning of Health Systems.

 The Regulation of the national health system aims to ensure the management of the sector and its units to guarantee the provision of quality, equitable and accessible services to the entire population.

 The current context of the National Health System faces several challenges, including the updating of the Regulation of the National Health System.

 In this context, WHO is planning to recruit a consultant to update the update of the Regulation of the National Health System, who will play a leading role in coordinating all activities related to updating it, requesting contributions from Ministry of Health departments that may be involved.

 The consultant, under the coordination of the leader of the WHO Systems Strengthening team, will work directly with the Legal Office of the Ministry of Health, National Directorate of Public Health, and Office of Studies, Planning and Statistics of the Ministry of Health, UN agencies and relevant stakeholders.

Deliverables

·         An inception plan detailing how the evaluation process will be conducted, in line with WHO guidance on health sector reviews

·         Report on the review process, including

·         coordination meetings held with key informants to collate needed information

·         performance of current health regulation components, comprising (1) progress made, (2) drivers of success, (3) issues/challenges, (4) unfinished business

·         Analysis of the current health regulation, including

·         Gaps in the Health Regulation relating to: (1) existing regulatory framework aligned with service delivery needs in communities, (2) health facilities, (3) management at municipal level, (4) sector policies for service delivery to national level, (5) training of regulatory capacities at all levels, (6), accreditation of health units and management teams, (7) authority of actors at all levels, (8) intersectoral involvement and participation of communities in health actions

·         How well the current Health Regulation relates to the need to attain the Primary Health Care approach – particularly in areas of multisectoral, empowerment, and integration

·         Contribution of the Health Regulation to the attainment of outcomes of Universal Health Coverage, Health Security, and/or addressing health determinants

·         Report on the assessment of the Health regulation, including the process, findings, and recommendations for the health sector to ensure alignment with National, Regional, and Global commitments.

·         Draft update of the Health Regulation of the National Health System ready for formalization

Qualifications , experience, skills and languages

educational Qualifications

Basic training in health sciences or social sciences;

Master's degree in any of the following areas: Public Health, Health Management

 

Experience

Minimum of seven years of work experience in the field of Public Health, Health Management,

Good knowledge of the National Health System in Angola.

Languages and level required

      Excellent Portuguese speaking, writing and editing skills

  Location

On site for insurance purposes

Travel - 

Travel may be required for country missions. WHO will cover the cost for official duty travels.

7. Remuneration 

USD 8,500-9,980 per month (Band B level).
