Backgroundย 

The Institutional Partnership Adviser (IPA) will work at the NRC UK Representation Office which is part of the Partnerships and Policy Department (PnP). The role will be supervised by the Director of the UK Representation Office, with a technical reporting line to the Director of Institutional Partnerships in Oslo.

PnP is responsible for NRCโ€™s strategic relations with institutional donors and is the โ€œcentre of excellenceโ€ on donor/partner relations in NRC, thereby providing support to all Departments, and Regional, Country and Representative Offices in the organisation.

Role and responsibilitiesย 

The Institutional Partnership Adviser is NRCโ€™s lead expert adviser on UK institutional donors. As such, the IPA is responsible for relevant strategic relationships and for building internal capacity and maintaining a help desk on donor related issues.

The Institutional Partnership Adviser shall have specific responsibility for UK government donors. Currently, this is primarily the Foreign, Commonwealth and Development Office, but will also include other ODA spending departments and devolved administrations/ Crown Dependencies.ย 

The Institutional Partnership Adviser will also have the thematic responsibility as a global focal point for mapping and developing NRCโ€™s approach to climate and environment targeted funding streams. However the scope and scale of this thematic responsibility depends on the direction and needs of the organisation which is not yet determined.

Responsibilities related to NRCโ€™s strategic donors

Be the NRC focal point for expertise on UK institutional donors and their relations with NRC:ย 

Be the lead for NRCโ€™s strategic engagement with the donor, especially at Head Office (HO) levelMaintain NRCโ€™s position as a professional and relevant partner, establish close relations and share information internally in NRC on their policies and priorities.Advise NRC colleagues on communication lines with the donor, annual funding cycles, and best practice when it comes to resource mobilisationย ย Maintain an overview of NRCโ€™s past and present engagement with the donorย Assist with setting up, preparing as well as participate in donor meetingsย ย 

Assist with resource mobilisation:

Track and share information about new funding opportunitiesย ย Undertake โ€œdonor mappingsโ€ upon request from NRC Country Offices and departmentsย ย Be responsible for prequalification processes in order to access donor fundingย Manage the processes related to prioritisation of internally competing proposalsย ย 

Provide help-desk support and capacity build staff on fund raising and donor rulesย 

Stay updated on donor conditions, rules and regulations. Ensure that key information about these is regularly updated and available to NRC staff in order to facilitate complianceย ย Provide advice on donor expectations and requirements in proposal and reports, proactively and on requestย ย Provide advice on clauses in grant agreements, service contracts and consortia agreementsย ย Document learning and good practice related to the individual donorย 

Network and advocate for improved financing conditionsย ย 

Network, share information and undertake joint lobbying (vis-ร -vis donors) with other NGOs that receive financial support from the same donorย Advocate for and negotiate improved conditions with the donor, whenever relevantย ย 

Liaise with other NRC units on donor related issuesย

Responsibilities related to other (new/smaller) donorsย 

In line with available capacity and as instructed by their line manager, the IPAs are responsible for the following tasks related to other donors:ย 

Inform about NRCโ€™s internal procedures for approving new donorsย  Assist with setting up, preparing as well as participate in donor meetingsย ย Track and share information about relevant new funding opportunitiesย Develop an overview of donor rules and regulationsย ย Manage the processes related to prioritisation of internally competing proposalsย ย Assisting in reviewing grant agreements, service contracts and consortia agreements, if requestedย ย 

Other responsibilities - Climateย 

In line with NRCโ€™s Climate and Environment Strategy 2030, NRC is further developing programmatic approaches to adaptation and clean energy. In line with this, it is an objective for NRC to explore opportunities to grow climate finance as a funding stream.ย 

This responsibility includesย 

Responsible for mapping climate related funding streams that match with NRC programmatic priorities in the UK and coordinate the mapping of climate funding globally with other Representation Offices.ย Contribute to recommendations to NRC senior management on an organisational approach to climate funding.Further climate responsibilities may also be developed

The Institutional Partnership Adviser is also responsible for maintaining NRC representation and contribution to the BOND network and other relevant NGO fora.ย  ย ย

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position:ย 

Strategic engagement with and resource mobilisation from partners: critical interface with all units in NRC, particularly the Field Operations and NORCAP departments, and Country/Regional/Representation Officesย Help-desk support and capacity building: critical interface with the Regional Offices, Country Offices and all other units in NRC implementing donor funded projectsย Compliance/alignment between donor rules, regulations and their general expectations on partners with NRCโ€™s internal policies, guidelines, procedures and tools: critical interface with all centres of excellence in NRC (Global Finance, Logistics, HR, M&E, Legal Adviser, etc.)ย Advocacy on humanitarian financing, including improved donor conditions: critical interface with NRC Geneva and the Institutional Partnership Sectionย
