The Partnerships and Policy Department (PnP) is one of five Departments based in the Head Office in Oslo.ย  PnP is responsible for NRCโ€™s strategic relations with institutional donors and private foundations and is the โ€œcenter of excellenceโ€ on donor/partner relations in NRC. PnP is providing support to all Departments, Regional, Country, and Representative Offices in the organisation. PnP is responsible for developing relevant global strategies for resource mobilisation; developing funding prospects with existing and new donors; streamlining NRCโ€™s procedures, processes, and tools related to resource mobilisation and grant management; and developing and providing internal training and help-desk support.

PnP is now recruiting an Institutional Partnership Adviser (IPA) who will have specific responsibility for The Norwegian Agency for Development Cooperation (Norad)ย as well as theย framework agreements with the Norwegian Ministry of Foreign Affairs (NMFA) and the Swedish International Development Cooperation Agency (Sida).

The IPA is NRCโ€™s expert adviser on institutional donors. As such, the IPA is responsible for strategic relations with these donors and for building internal capacity, and maintaining a help desk on donor-related issues.ย ย The IPA will track and share information about new funding opportunities as well as network and advocate for improved financing conditions with the donor whenever relevant.ย ย The IPA will work in the Institutional Partnership Section in the Partnerships and Policy Department (PnP). What You Will Do:

Specific responsibilities related to Norad:ย 

Responsible for managing all processes and deliverables related to the global framework agreement with Noradย  Lead the pre-qualification processes and development of organisational applications for entering into new framework agreements with Noradย  Support Head of Institutional Partnership Section in the negotiations with Norad of new global framework agreementsย  Advocate for improved conditions and simplified procedures to reduce grant administrationย  Lead the annual global proposal and reporting processes, and develop tools, templates and procedures needed to do so, and responsible for submitting annual plans and reports to Noradย  Responsible for ensuring that relevant donor documents are archived according to NRCโ€™s filing structureย  Raise awareness and advocate internally for NRC to strengthen its capacity on areas required by the donorย 

Specific responsibility for the frameworks with NMFA and Sida:ย 

Manage the annual global proposal and reporting processes for the NMFA and Sida framework agreements in close coordination with the Senior Institutional Partnership Advisers (IPAs) for NMFA and Sida.ย  Support the Senior IPAs with the Sida RRM and NMFA Flexible Funds applications when needed.ย  Support the Senior Institutional Partnership Advisers for NMFA and Sida with other processes linked to the strategic partnership agreements (i.e. the framework agreements), e.g., applications for new framework agreements, evaluations etc.ย  Support the Senior Institutional Partnership Advisers with administrative tasks related to the advocacy for quality funding / the Programme Based Approach.ย

3 years of experience in the development of the humanitarian sector. Experience in dealing with development donors. Must have a minimum of a Masterโ€™s degree in a relevant field.ย  Excellent communication skills in the English language. Solid experience in Proposal and reports writing and reviews. Self-aware and able to work under pressure.ย  Understanding of how NRC functions. Development donors.ย
