Background

The International Food Policy Research Institute (IFPRI) provides research-based policy solutions to sustainably reduce poverty and end hunger and malnutrition in developing countries. IFPRI鈥檚 vision is a world free of hunger and malnutrition.

The Sudan Strategy Support Program (SSSP) is implemented by IFPRI and draws on expertise across IFPRI and its partners to help finding solutions to some of the most pressing development challenges that the Sudanese people face as well as providing analytical support to local and international partners. The SSSP鈥檚 key areas of action are collaborative research, capacity development, and policy communication and dialogues.

The livestock sector is essential both to welfare of the producers (farmers and pastoralists) and to the Sudanese economy. Livestock have different but significant economic and social value roles among the producers over time and space. They are a source of food, export and foreign exchange earnings, employment, transportation, manure, and draught power for agricultural production, as well as a store of value, wealth, power, and authority.

Sudan livestock population is among the highest in Africa. However, there is lack of reliable data, for instance, the livestock population was estimated at between 50 to 110 million heads in 2020. The country is said to have between the first and third highest number of cattle, sheep, goats, and camels in Africa. Sudan livestock production can be grouped into at least five distinct categories (a) livestock owned by pastoral groups (b) livestock raised by farmers in irrigated areas primarily for household uses (c) livestock raised in settled households on the plains away from irrigated areas and used for their daily product or sold in domestic markets (d) livestock raised by rain-fed scheme owners, and (e) livestock raised by the modern sector mainly to provide for the needs of the growing daily consumption of the population in urban areas. A comprehensive study that investigates the detailed contribution of the livestock to the Sudanese economy and documents the actual livestock population is needed. A review of existing policies and regulatory environment is also needed to help aligning the policies for better management and reaping more benefits from the livestock.

Required qualifications:

Hold a PhD degree in veterinary, agriculture, or any related discipline.

Demonstrated adequate understanding of livestock economics.

A minimum of three years of experience in publishing research and developing reports with policy recommendations.

Demonstrated evidence of strong in-country knowledge of Sudan context and related sensitivities.

Familiarity with post-war literature in Sudan especially in the agricultural and livestock economics.

Required knowledge, skills and abilities:

Ability to acquire detailed statistics on livestock population by type and location and understanding of the nature of the livestock production system in Sudan.

Understanding of livestock challenges and policies in Sudan.

Demonstrated evidence of strong in-country knowledge of Sudan context and related sensitivities.

Familiarity with post-war literature in Sudan especially in the agricultural and livestock economics.

Deliverables:

The main deliverable (in English) would be a report on the contribution of livestock sector to the economy and sectoral policies and regulatory environment in Sudan. The report is expected to be submitted in the following order:

Detailed table of contents of the required additions to the existing information.

First complete (Draft 1) of the report, in which the additional contents identified in deliverable 1 are included.

Revised second (Draft 2) of the report considering the suggestions made by IFPRI team.

Submission of final report after the second revision by IFPRI and language editing.

Submission of the Arabic translation of the report.

Timeframe/duration of work:

November 15, 2023 through December 31, 2023
