IFPRI is seeking an individual consultant to develop a background paper and 3 briefs on the policy landscape, and opportunities and challenges for strengthening land tenure in 3 countries: Ethiopia, Kenya, and Nigeria.

Background:

The Gender, Climate Change and Nutrition Integration Initiative (GCAN) is led by the International Food Policy Research Institute (IFPRI) with support from the Gates Foundation. GCAN focuses on integrating gender, climate change, and nutrition considerations into policy, interventions, and research in order to maximize synergies across the goals of gender equality, climate resilience, and nutrition. GCAN has an interdisciplinary team that works across three workstreams. Under Workstream 1 the GCAN team engages with key policymakers, partners, and other relevant actors in 5 focal countries (Ethiopia, India, Kenya, Nigeria and Senegal) to support better integration of gender and nutrition objectives in national and local policies and interventions. Workstream 2 includes the provision of technical assistance and advisory services to the Agricultural Development (Ag Dev) team at the Foundation and to selected partners. Workstream 3 focuses on synthesizing and building the evidence base to support policy and implementation at the intersection of climate change, gender, and nutrition.

As part of workstream 3, GCAN is exploring the relationship between land rights and outcomes related to agricultural productivity, incomes, technology adoption, climate resilience, womenโ€™s empowerment, and diet quality, nutrition, and/or food security. This research will explore the extent to which land rights underpin progress across these areas and the pathways through which these outcomes are achieved. It also focuses on identifying promising approaches and interventions to expand land rights, with a special focus on womenโ€™s land rights, particularly in several focal countries of interest, namely Ethiopia, Kenya, and Nigeria.

Scope of Work:

The Gender, Climate Change, and Nutrition Integration Initiative (GCAN) is seeking a consultant to lead the development of a background paper and set of briefs providing an overview of the context, opportunities, and challenges with strengthening land tenure security, including womenโ€™s land rights, in Ethiopia, Kenya, and Nigeria. Specifically, the consultant will review the policy and legal context in these focal countries from a land governance perspective. How well are these policies and laws being implemented and where are the challenges, debates, and conflicts? What solutions are needed, going beyond certification, to ensure that people have secure land rights, including women? This may include a focus on land use planning, awareness campaigns to increase knowledge of land rights, legal education, and social and behavior change interventions, including gender transformative approaches, to ensure that women participate in land governance decisions at multiple levels. The background paper and briefs may also highlight the benefits of having secure rights to land, drawing on examples from the focal countries.

The consultant will engage in the following activities:

ยท Prepare a background paper covering issues related to the overall policy and legal context, the actual situation on the ground, challenges to strengthening tenure security, possible solutions beyond certification, and the benefits of expanding land rights for key outcomes like climate resilience in the focal countries.

ยท Prepare a set of briefs (One 2โ€“3 pages brief per country) that highlights the key findings and recommendations from the background paper

Deliverables:

1. Outline for the background paper and template for the 3 briefs (September 19, 2025)

2. Draft Discussion Paper covering key topics for the 3 focal countries (by October 31, 2025)

3. Revised, final Discussion Paper (by November 28, 2025)

4. Country briefs for Ethiopia and Kenya (by December 11, 2025)

5. Country brief for Nigeria (by January 30, 2026)

Qualifications Needed:

โ€ข Demonstrated experience working on issues related to governance of land and natural resources, land rights and equity

โ€ข Extensive knowledge of the policy landscape and laws governing land rights in the focal countries

โ€ข Experience managing projects with a focus on land rights and land governance

ยท Track record of producing publications and other research products related to land governance and land rights

ยท Advanced degree in law, with certification/training in land governance and administration

Preferred Knowledge, Skills, Abilities:

ยท Experience with land rights policy development and advocacy

ยท Experience providing legal advice and guidance to policymakers on land governance and land rights

ยท Knowledge of gender inequalities in land governance and issues related to womenโ€™s land rights
