1. General Background of Project or Assignment:

The UN High Commissioner for Human Rights (UNHCR) is an international organization dedicated to protecting the rights of refugees, persons in forced displacement, and stateless persons. The Americas region now hosts 1 in 5 of persons who have been forcibly displaced in the world โ€“ a total of 18.5 million. The continent faces a crisis of forced displacement without precedent, in great part due to the deterioration of the situation in Venezuela, the significant increase in violence and instability in the North of Central America, ongoing displacement in Haiti, the continuing insecurity in parts of Colombia, and the human rights situation in Nicaragua. Mexico, in particular, has become a country of both transit and destination for persons in forced displacement, with an exponential increase of persons seeking international protection over the last seven years.

UNHCR recognizes gender-based violence (GBV) as a serious violation of human rights, is exacerbated the context of humanitarian emergencies and displacement, as per its GBV Prevention, Risk Mitigation and Response Policy (https://www.unhcr.org/media/unhcr-policy-prevention-risk-mitigation-and-response-gender-based-violence-2020-pdf). Persons for and with whom UNHCR works (asylum-seekers, refugees, internally displaced persons, and stateless persons) face a high risk of experiencing various types of gender-based violence. In this context, UNHCR is committed to ensuring interventions that prevent, mitigate risks, and respond to GBV, and thus seeks an assessment which will allow for the development of an evaluation that will strengthen its GBV programming.

UNHCR Mexico undertook a GBV evaluation in 2021 through an individual consultancy (https://segurasenmovilidad.org/wp-content/uploads/2022/12/Informe_GBV_Mexico.pdf) that must be updated.

2. Overall Purpose and Scope of Assignment:
Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (time lines, value of the service rendered in relation to the cost, timeliness) and work plan:

General Objective of the Individual Consultancy: Update an evaluation on the challenges and forms of gender-based violence (GBV) experienced by asylum-seeking, refugee, and displaced women in Mexico โ€“ in all their diversities โ€“ which will contribute to the regional report for Latin America and the Caribbean. The findings and recommendations will also inform the GBV country strategy in Mexico.

Specific objectives of the needs assessment report:

1. Consider and update the GBV Assessment undertaken in December 2021: https://segurasenmovilidad.org/wp-content/uploads/2022/12/Informe_GBV_Mexico.pdf
2. Identify general demographic information regarding the population of asylum-seeking and refugee women in all their diversity, in order to have information on their profiles and the types of GBV incidents they face.
3. Collect testimonies and experiences of refugee and displaced women in all their diversity on the violence that they are exposed to in the various dimensions of their life, as well as their routes to seek help, and verify if any changes have taken place since 2021.
4. Identify the most common types of GBV and the risk factors faced by asylum-seeking, refugee, and displaced women, including an analysis of existing risks of sexual exploitation and abuse in the humanitarian context (SEA) and verify if any changes have taken place since 2021.
5. Understanding whether the national legal framework and existing protection systems for gender-based violence include asylum-seeking, refugee, and displaced women in all their diversity in a non-discriminatory manner, and if they are in accordance with international standards on the subject and verify if any changes have taken place since 2021.
6. Understand the tools and individual and community-based capacities that asylum-seeing and refugee women have in order to counter the risk of gender-based violence and verify if any changes have taken place since 2021.
7. Identify the gender dynamics that may place asylum-seeking and refugee women in all their diversity at greater or lesser risk for gender-based violence and verify if any changes have taken place since 2021.
8. Identify the negative effects experienced as a result of gender-based violence by asylum-seeking, refugee, and displaced women, particularly with regards to their healthโ€”including sexual, reproductive and mental health--, possibilities for integration, and resilience and verify if any changes have taken place since 2021.
9. Working from the information provided by refugee women, update recommendations for the strengthening of the response system for women survivors of gender-based violence, as well as related to prevention and mitigation actions that could be promoted at the country level.

3. Required level, qualifications and work experience:

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

- Professional degree in the fields of Social Science or similar branches and specialization and masters degree in gender, gender-based violence or relevant related subjects, OR extensive work experience in the field of gender/gender-based violence
- At least 5 years of experience in investigation about womenโ€™s rights, in gender-based violence, or gender equality
- Experience and knowledge related to the specific situation of women and girls in forced displacement in Mexico will be particularly considered
- Perfect knowledge of written/spoken Spanish is a requirement.
