Senior Resource Management Associate
Organizational Setting and Work Relationships
The Senior Resource Management Associate position is normally part of the Resource Management (RM) Unit within a Division or Regional Bureau. The incumbent covers entire resource management area, including providing of technical assistance in budget management of allocated resources (Ops, ABOD and Staffing), Programme (including direct and implementation through Partners), HR (for national and international regular, TA and AWF positions) and Administration. S/he works closely with the other members of the RM team and liaises with the relevant Services/Sections/Units within the Division/Bureau for both the monitoring and implementation of activities and budgets utilization. The incumbent also regularly liaises with the other technical Divisions as well as with Regional Bureaux or Country Operation. The position normally reports to a (Senior) Resource Management Officer and normally supervises some support staff.

Duties
- Consolidate budgetary and financial information/analysis to assist the resource allocations at the Division/Bureau level, particularly in relation to Annual Programme Review and Mid-Year Review.
- Participate in the Operational reviews and meetings to assist the Senior Managers in determining resource requirements for Admin and Operations under the Area of Responsibility (AoR) while taking into account budget ceiling and operational needs.
- Provide inputs and comments on the budgetary matters under ABOD and OPS during the Annual Programme and Mid-Year Reviews.
- Regularly update and maintain accurate budgetary and financial information records, i.e. expenditures, pipelines of submissions for the Resource Planning and Management Board (RPMB) as well as the decisions of the RPMB to assist the efficient and accountable use of resources.
- Prepare project proposals and draft staffing submissions to the RPMB and notifications to the DSPR/ARBAS for position changes.
- Prepare correspondence, reports, evaluations and justifications as required on HR and general administrative or specialised tasks, which may be of a confidential nature, within the assigned AoR.
- Regularly monitor budgetary trends (including expenditures, budget balances and spending authority under ABODs and OPS Projects) and report on cases of significant variances, particularly at year-end period to ensure full utilization of the available budgets and spending authority.
- Through the extraction and consolidation of data from Cloud ERP, COMPASS, etc., assist in analysing progress against set targets.
- Periodically provide consolidated reporting and analysis on overall status of field operationsโ closure of projects, audit compliance and clearance of advances to Partners and monitor and report on progress made.
- Assist in identifying and addressing training and capacity-building needs in the areas of programme, resource and RBM, etc.
- Take up follow-up action with the Service/Section Heads for timely completion of performance evaluation reports of all Division's staff.
- Support the recruitment of GS staff including the preparation of vacancy notices, screening of applications, conducting tests on the required skills. Draft submissions for the Assignment Committee (AC).
- Support the recruitment of P staff and international consultants by organizing interview panels for advertised positions and assist in preparing interview questions and drafting of manager's views.
- Prepare requests for temporary appointments, contracts and SALs extensions and draft appropriate recommendations to the AC and JRB if required.
- Assist newly arrived international staff with administrative formalities related to their accreditations, security/ground passes, submission of completed forms and related documents to headquarters, arrangements for their travel, if applicable.
- Perform other related duties as required.

Essential
Experience in progressively responsible functions in programme coordination/project budget analysis and programme evaluation. Excellent knowledge in UNHCR programme and resource management and exposure to provision of support services in an International Organisation. IT affinity is essential.

UNHCR PM1 LP. Knowledge of Oracle Cloud ERP, COMPASS and other system software used by UNHCR.

Operational Context
As part of UNHCRโs commitment to organizational efficiency and effectiveness, and ongoing efforts to make the organization more flexible, agile and adapted to an evolving funding environment, the High Commissioner has endorsed the establishment of a new operating model for the delivery of administrative and resource management functions at Headquarters: the Headquarters Support Service (HQSS).
This shared platform will consolidate resource management functions servicing Headquarters Divisions and Entities across Geneva, Copenhagen, and Budapest in a streamlined, integrated model.
HQSS will be led by a P5 Head of Service, based in the Global Service Center in Budapest, with small satellite teams in Geneva and Copenhagen. It will centralize transactional and routine support services across key enabling functions, including general administration, finance, procurement, human resource management, ICT support, programme management, and project control. The aim is to improve service coherence and quality, standardize processes, and generate material efficiency gains by reallocating resources toward more strategic and value-adding work in Headquarters Divisions and Entities.
HQSS will consist of approximately 35 personnel, organized into three functional units: the Resource Management Unit, the Human Resources Unit, and the IT Support Unit. These units will work in close coordination to deliver integrated services to client Divisions and Entities.

Contribute towards a more cost-effective, coherent, and strategic approach to resource management
The new integrated service delivery model for resource management for Headquarters, HQSS will provide centralized transactional routine processing, HR management, and administrative support functions.
HQSS will work in close collaboration with the retained resource management capacities embedded within each Division or Entity ABC, which will focus on management advisory and act as the main interface with HQSS. The service will also be closely aligned with the Global Service Centre (GSS) and operate using a shared Service Management platform with GSS.
The incumbent of the position will be expected to collaborate closely within HQSS as well as across client HQ Divisions/Entities to ensure that the Division's or Entityโs resource management needs are seamlessly addressed through an integrated and coordinated approach.
